<br />Water for Colorado, thc Narrows was in morc immincnt danger <br /> <br />, <br /> <br />of being deauthorized than were other Colorado projects. <br /> <br />There being no further discussion of the Narrows project, <br /> <br />1 <br />4 <br />, <br />U <br />, <br /> <br />Mr. Kroeger called upon Mr. J. R. Rinckel, Manager, Grand <br /> <br />Junction Project Office, Upper Colorado Region, U.S. Water <br /> <br />and Power Resources ServIce, Grand Junction, Colorado, to <br /> <br />speak to the President's appropriation requests for projects <br /> <br />in the Yampa, White, Colorado, and Gunnison River basins. <br /> <br />Mr. Rinckel briefly touched on the status of projects in the <br /> <br />areas of hIs jurisdictIon, both with respect to those still <br /> <br />under planning as well as those under construction. He noted <br /> <br />in particular that the PresIdent's appropriation request for <br /> <br />Federal FY 1981 included $6.972 million dollars for <br /> <br />continuIng construction on the Dallas Creek project and <br /> <br />$46.586 million dollars for continuing construction on the <br /> <br />Dolores project. With respect to the West Divide project, <br /> <br />which is in the advance planning process, Mr. Rinckel noted <br /> <br />that thc Service was unable to identify a plan with a <br /> <br />favorable cost/benefit ratio and that, because there are <br /> <br />diFfering opinions about the congressional authorization of <br /> <br />the West Divide project, the Service had notified Congress of <br /> <br />the results of its investigations. At the conclusion of Mr. <br /> <br />Rinckel's remarks an outline of which is attached (see <br /> <br />Appendix H), he responded to a few questions from the Board. <br /> <br />Mr. Kroeger then called upon Mr. Carl Bernklau, <br /> <br />President of the West Divide Water Conservancy District. <br /> <br />-5- <br />
