<br />I <br /> <br />(The second day of the meeting started at 9:00 a.m. on May 2. 1975. This <br />portion was a joint meeting of the Colorado Water Conservation Board and <br />the Utah Board of Water Resources.) <br /> <br />Mr. Stapleton: Ladies and gentlemen, we will call this meeting to order. <br />My name is Ben Stapleton, and I am Chairman of the Colorado Water Con- <br />servation Board. I would like. on behalf of all our board members to <br />welcome the Utah Water Board to the meeting today. <br /> <br />Mr. Olsen, we are looking forward to the first of many associations <br />formally with your board. As we indicated last night, I am sure it will <br />be beneficial to both states, and we are delighted to have this meeting <br />in Grand Junction. We will be looking forward to the next one in Utah. <br /> <br />Mr. Olsen: Thank you. We will be looking for you. <br /> <br />Mr. Sta~leton: I think it might be interesting for you Utah members to <br />know a ittle about the composition of the Colorado Water Conservation <br />Board. <br /> <br />It is like, I presume, your board, a statutory agency created in the <br />middle thirties to handle the ever-increasing water problems of the state. <br /> <br />As you can imagine, we had some controversy in the legislature about the <br />composition of the board. The legislature in its wisdom established <br />nine members appointed by the Governor for three-year terms, four <br />representing basins on the eastern slope of the Continental Divide, four <br />representing the western slope, and just to make it theoretically even, <br />the ninth member was from the San Luis Valley which is in the Alamosa <br />area, if you are acquainted with Colorado. In addition, there are four <br />members of the board who serve by virtue of their office in state govern- <br />ment. <br /> <br />I <br /> <br />We are charged with making and formulating water policy for the state of <br />Colorado. We meet about every other month, and when the legislature is <br />in session, we meet perhaps more frequently than that. <br /> <br />I will ask Larry Sparks, our director, to give you a little briefing <br />about our staff. <br /> <br />It might be helpful if I introduced the members of the board at this <br />time. You met Fred Kroeger last night, who is the vice-chairman. Fred, <br />will you stand up and identify yourself. Fred is from Durango, in the <br />southwestern corner of our state and has been on the board for many <br />years. He has been a,very able vice-chairman. <br /> <br />Mr. Kroe~er: Thank you. <br /> <br />Mr. Stapleton: Next to him is our attorney for the board, who was a <br />member of the board for many years prior to being an attorney. He came <br />at that time from the San Luis Valley, Ray Moses. <br /> <br />Next to him is Hugh Pickrel from Rocky Ford, representing the southeastern <br /> <br />-41- <br />
