<br />part of the state. <br /> <br />And next to him is Quincy Cornelius. Quincy represents the San Luis <br />Valley. <br /> <br />Then on my immediate left is our distinguished director. He is also a <br />general in the National Guard, and a very important fellow in Colorado, <br />Mr. Larry Sparks. <br /> <br />I <br /> <br />Next to him is Dave Robbins, a new member of the board representing <br />Attorney General, J. D. McFarlane. <br /> <br />Next to him is John Benton, from Burns, representing the main stem of <br />the Colorado River. <br /> <br />Next to him is Herb Vandemoer, from Sterling, representing the north- <br />eastern part of the state. <br /> <br />Next to him is Clarence Burr from Walden, in the northern part of the <br />state, on the eastern slope. <br /> <br />Next to him is our distinguished state engineer, Mr. Clarence Kuiper. <br /> <br />And next to him is John Fetcher, from Steamboat Springs, representing <br />the northwestern part of the state. <br /> <br />And next to him, Mary Martel, our very efficient secretary. <br /> <br />Larry, will you just give us a background on the staff, and introduce <br />the members here, and then I will turn it over to Mr. Olsen. <br /> <br />Mr. Sparks: We have a professional staff consisting mostly of engineers. <br />We have legal counsel, geologists and economists also on the staff. We <br />have a staff of twenty-two people. <br /> <br />We are divided into three sections. We have a few more duties than the <br />Utah Board does. We have the specific function of flood control and <br />floodplain designations throughout the state. So we have a sizable <br />effort dedicated to flood control and land use classification. Our <br />major section is a planning and construction section. <br /> <br />We have a,much like you do, a revolving fund that we can construct small <br />projects with, although we have a ten million dollar limitation on our <br />fund. I notice from the last report of your board that Utah has expended I <br />some eighteen million dollars from your small project fund. <br /> <br />The project and planning section a.lso handles our,. liaison with the Bureau <br />of Reclamation. The chief of that section is Fred Daubert, and he is <br />here today. Over here in the Grand Junction area we have a district <br />office also. Its principal function is to work on the salinity problems <br />of the Colorado River. The chief of the small section over here is <br />T. J. Longley, who is also here today. With him is Demmus Harvey, the <br />other engineer in our local office here. <br /> <br />.42- <br />
