<br />9.1.1.2 Names and qualifications of the engineer and staff to be used on the project; <br /> <br />9.1.1.3 A construction observation schedule for the engineer and staff; <br /> <br />9.1.1.4 For dams on rock foundations, a schedule for observations of the foundation <br />by a geologist, or engineering geologist; <br /> <br />9.1.1.5 A schedule for inspection of the gate installation by the gate manufacturer or <br />its representative unless waived by the State Engineer; <br /> <br />9.1.1.6 Identification of the firm that will conduct the construction material tests in <br />the field and in the laboratory; and <br /> <br />9.1.1.7 A schedule of the construction material tests. <br /> <br />9.1.2 Approval- Within ten working days of receipt, the State Engineer shall provide his <br />written comments and approval, or conditions for approval of the construction observation <br />plan. Construction shall not commence without approval by the State Engineer. <br /> <br />9.1.3 Pre-Construction Meeting - Subsequent to submitting the construction observation <br />plan, but no later than two weeks prior to commencement of construction, a meeting shall <br />be held between the engineer, dam owner, State Engineer and the general contractor. The <br />general contractor shall develop and thoroughly explain its construction control plan along <br />with any anticipated construction difficulties. During this meeting, the means used to divert <br />and care for the stream during construction will be identified by the contractor; and if <br />reasonable, the plan will be approved by the State Engineer. The name of the contractors <br />and any principals in charge shall be furnished to the State Engineer at the meeting. Project <br />communication protocol between the owner, engineer and the State Engineer shall be <br />established at the pre-construction meeting. <br /> <br />9.1.4 Engineer's Observation - The engineer shall observe the construction of the dam. It <br />is the engineer's responsibility to make frequent periodic visits to observe the progress and <br />quality of the construction to determine whether the construction is proceeding in <br />accordance with the approved plans and specifications. The engineer shall endeavor to <br />prevent defects and deficiencies in the construction of the dam and appurtenant structures, <br />and shall disapprove or reject work failing to conform to the approved plans and <br />specifications. <br /> <br />9.1.5 Construction Records - The engineer shall maintain a record of construction that, as <br />a minimum, shall include: daily activity and progress reports; all test results pertaining to <br />construction; photographs sufficient to provide a record of foundation conditions and <br />various stages of the construction through completion; all geologic information obtained; <br />and construction problems and remedies. <br /> <br />30 <br />
