The provisions of Rules 5.10,5.11, and Rule 11 shall apply. <br /> <br />6.1.2.2 The plans and specifications shall contain sufficient detail to enable a <br />contractor to prepare a bid and construct the repair, or alter the dam to non- <br />jurisdictional size. The provisions of Rule 9 shall apply. The engineer shall give the <br />State Engineer not less that 7 days notice of the start of construction. <br /> <br />6.1.2.3 Upon completion of repair or alteration, the engineer shall file as-constructed <br />plans in conformance with Rule 5 and Rule 10. <br /> <br />6.1.2.4 The requirement for submitting as-constructed plans for altering an existing <br />jurisdictional size dam to non-jurisdictional size dam will be determined by the State <br />Engineer. <br /> <br />6.1.3 Application and Approval Requirements for Low Hazard and NPH Dams - <br />Plans for repair of Low Hazard dams, or NPH dams; and plans for the alteration of all Low <br />Hazard or NPH dams to non-jurisdictional size are exempt from provisions of Rules 5.7, <br />5.10, and 5.11, except as specified in Rule 6.1.3.1. <br /> <br />6.1.3.1 Notice - The dam owner must provide at least thirty days advanced written <br />notice to the State Engineer. The written notice must contain the name of the dam, <br />the location of the dam, the name of the owner, and a clear description of the work <br />to be performed. <br /> <br />6.1.3.2 Determination - If the State Engineer determines that plans and <br />specifications prepared by an engineer are necessary for the repair, the owner will be <br />notified within five working days from the date the owner's notice was received. A <br />cost estimate and filing fee will also be required. The owner cannot begin <br />construction until the plans and specifications are approved by the State Engineer. If <br />plans and specifications are not required, the State Engineer will inform the dam <br />owner of engineering and construction requirements, if any, and will perform <br />construction inspections as determined necessary. <br /> <br />6.1.3.3 Project Completion - The dam owner must keep the State Engineer <br />informed of the project status and provide the State Engineer with as-constructed <br />drawings and specifications within sixty days following completion ofthe work. <br />The as-constructed drawings must be drawn on good quality Mylar with permanent <br />ink (or equivalent), reproducible, and suitable for a long lasting permanent record. <br /> <br />6.1.4 Inflow Design Flood Requirements - The inflow design flood (IDF) requirements <br />for all existing dams shaH be determined in accordance with the principles of Rule 5. <br />Structures with spillways designed and approved prior to 1988 and in accordance with the <br />methods published in the U.s. Department of the Interior, Bureau of Reclamation, "Design <br />of Small Dams," Second Edition 1973, (later amendments, editions or subsequent <br />publications not included) shall be considered adequate for the original hazard <br /> <br />25 <br />
