<br />5.8.6.3 Borrow areas shall be located at least 200 feet from either toe of the dam. <br /> <br />5.8.6.4 The dam crest and appurtenant structures shaIl be accessible by equipment <br />and vehicles for emergency operations and maintenance. <br /> <br />5.8.6.5 The dam owner shall possess title to the property, or an easement for a <br />minimum distance of fifty feet downstream of the dam for the purpose of <br />maintenance and the removal of trees and large vegetation along the downstream toe <br />of the dam. <br /> <br />5.8.7 Concrete dams shaIl be designed in accordance with principles provided in u.s. <br />Bureau of Reclamation publications "Design of Gravity Dams," 1976, and "Design of Arch <br />Dams," 1977, (later amendments, editions or subsequent publications not included). Roller <br />compacted concrete may be used in concrete construction in accordance with the state-of- <br />the-art. The State Engineer may require additional analysis when the above-cited references <br />are inapplicable. <br /> <br />5.9 Instrumentation Plan - An instrumentation plan is required and shall meet the following <br />requirements: <br /> <br />5.9.1 Gage rods shaIl be installed in the close proximity to the outlet on all dams. The zero <br />mark ofthe gage shall be aligned with the invert elevation of the entrance to the outlet. The <br />gage shaIl be clel!fly marked in feet and tenths of feet, and extend to within one foot of the <br />crest ofthe dam. If the Division Engineer so requires, the gage shall be marked in <br />hundredths of a foot. <br /> <br />5.9.2 High Hazard and Significant Hazard dams shall have the following minimum <br />instrumentation: <br /> <br />5.9.2.1 Monuments which allow measurement ofthe horizontal and vertical <br />movements of the dam, installed in accordance with industry standards and in a <br />marmer acceptable to the State Engineer; <br /> <br />5.9.2.2 Weirs, flumes, or other measuring devices installed in a marmer acceptable <br />to the State Engineer, to aIlow monitoring of seepage through the embankment or <br />foundation; <br /> <br />.5.9.2.3 Station markers at least every 100 feet along the crest ofthe dam; and <br /> <br />5.9.2.4 Piezometers to allow monitoring of the phreatic surface within the dam, <br />installed in accordance with industry standards and in a marmer acceptable to the <br />State Engineer. As a minimum, the construction ofthe open weIl piezometers shall <br />be in accordance with the requirements of a monitoring well as presented in the <br />Division of Water Resources' "Rules and Regulations for Water Well Construction, <br />Pump InstaIlation and Monitoring an Observation HolelWell Construction," later <br />amendments, editions or subsequent publications are not included. <br /> <br />23 <br />
