<br />5.8.4.3 Outlet conduits for alI dams, except for dams with ungated outlets, shalI have <br />a guard gate installed at the upstream end of the conduit. <br /> <br />5.8.4.4 Intake structures for outlet works shalI have trash racks unless exempted by <br />the State Engineer for good cause shown. <br /> <br />5.8.4.5 The design report shalI include an outlet discharge table (in cubic feet per <br />second) showing the discharge for each foot of head between the lip of the intake <br />structure and the crest of the dam. The equation( s) used for determining the <br />discharge shalI also be included. Elevations of alI outlets and spilIways shalI be <br />clearly noted on the table. <br /> <br />5.8.5 AlI spillways shalI be designed and instalIed in a manner acceptable to the State <br />Engineer and meet the folIowing criteria: <br /> <br />5.8.5.1 The spillway flows must be safely routed back to the natural channel or <br />drainageway that would exist ifthe dam were not built. Where the spillway channel <br />discharges into an adjacent basin, apart from the drainage on which the dam is <br />located, the owner shalI possess title to the property, a right-of-way, or easement for <br />the flood channel downstream to the location where the maximum discharge would <br />no longer cause damage beyond what naturalIy would occur on the adjacent <br />drainage. <br /> <br />5.8.5.2 Log booms or other methods approved by the State Engineer shalI be <br />installed in the spillway approach where logs and other debris may block spilIway <br />flow or damage the spilIway structure. <br /> <br />5.8.5.3 Pipe emergency spillways are not acceptable. <br /> <br />5.8.5.4 for floodwater detention and flood control dams, the required principal <br />spilIway and outlet conduit discharge rate shalI be coordinated with the Division <br />Engineer for the Water Division in which the dam is located. <br /> <br />5.8.6 Dam site and reservoir area requirements are as folIows: <br /> <br />5.8.6.1 The design ofa new reservoir or enlargement of an existing dam shalI not <br />result in the inundation of properties (except marina-type structures) during the <br />Inflow Design Flood (IDF) unless the dam owner owns or obtains flood right-of- <br />ways for alI areas which may be inundated by the reservoir surcharge. The owner <br />shalI submit a written statement certifying they own the properties, or own the right- <br />of-way on alI affected properties, or possess a right-of-way easement for the <br />reservoir inundation zone. <br /> <br />5.8.6.2 The area to be submerged shalI be cleared oflogs and debris. <br /> <br />22 <br />
