<br />b4b <br /> <br />Dean Crawford made preliminary <br />analyses of the legislation which <br />was, at that time, before the Senate <br />and the House. It was determined, as <br />a result of this analyses, that Senate <br />Bill No. 113 covered, to a certain ex- <br />tent, what we feel should be done. <br />Those things which we apparent~y felt <br />should be done at this time as a result <br />of these studies are the following: <br /> <br />I <br /> <br />1. To provide for continuing study and <br />for the obtaining of information <br />respecting the use of underground <br />water. <br /> <br />2. That in critical areas found to <br />exist at the present time, the <br />drilling of new wells should be <br />stopped in order to hold the sit- <br />uation in status quo until such <br />time as a thorough investigation <br />could be made of the area. <br /> <br />3. To provide a better means of <br />licensing well drillers. <br /> <br />I think those are the three princi- <br />ple points. Everything else is in sup- <br />port of those. <br /> <br />Senator Rogers' bill, we feel, had <br />received a great deal of consideration <br />for a .long period of time and contained <br />much of value. Consequently, using that <br />as a basis, I prepared such amendments <br />as would appear to conform to the Board's <br />thinking. My draft has been mimeographed <br />and it is before you. The changes made, <br />in essence, are these: <br /> <br />Wherever the term 'appropriator' <br />was used, the word 'groundwater user' <br />now appears. Everything regarding regu- <br />lation of the pumping of wells has been <br />eliminated. The only regulations which <br />would be enforced would be the licensing <br />of well drillers and the elimination of <br />further drilling at this time in a really <br />critical area. It seems to be the con- <br />sensus that the Board should not make <br /> <br />I <br />
