<br />647 <br /> <br />recommendations as to how the right <br />to use ground water should be deter- <br />mined at this time. <br /> <br />I <br /> <br />Section 4 vests the power to make <br />studies in the Water Board. They would <br />act with local persons to create an ad- <br />visory board. <br /> <br />The State Engineer would be charged <br />with the administrative responsibility <br />and the filing of statements of claim. <br />What those statements should contain is <br />set out in Section 4 of this proposal. <br /> <br />As I say, the Water Board would be <br />charged with the responsibility of deter- <br />mining critical areas. Upon such a <br />determination being made, the drilling <br />of wells would be temporarily stopped. <br /> <br />I <br /> <br />There has been some changes made <br />after this copy was made. The filing <br />fee was changed from $2.00 to $10.00. <br />There are other modifications which I <br />will go through after we finish the <br />general review of the bill. Stock <br />watering wells and household water use <br />are exempted. I think that is about <br />the sum and substance of this proposal. <br /> <br />Now I would like to refer to Sen- <br />ator Gill's bill. It also carries out, <br />in the main, the general policy which <br />we felt the Board should recommend with <br />two exceptions. It does not provide <br />for well drilling licensing nor for <br />local advisory boards. Consequently, <br />your committee recommends that this <br />bill be amended to include provisions <br />for licensing well drillers and for <br />local advisory boards. <br /> <br />The adoption of amendments to Senator <br />Rogers' bill and passage of that bill <br />as so amended, or Senator Gill's bill <br />as introduced yesterday with our sug- <br />gested amendments and its passage, <br />either of those two methods would carry <br />
