<br />v,v <br /> <br />ground-water user, as set forth in the list submitted with <br />the petition, at his last known address, a notice of the <br />filing of the petition and the date, the hour or hours, <br />and the place where an election shall be held, and shall <br />cause that notice to be published in a legal newspaper. of <br />general circulation in' that area for not less than three <br />weeks prior to the election, but if no such newspaper be <br />published in the affected area, then in the legal newspaper <br />found by the Board to afford notice to the largest number <br />of persons in the affected area. The Water board shall <br />select the time and place for holding the ,election, the <br />time to be not less than twenty days nor more than sixty <br />days after the date of the notice and the place to be the <br />one best suited to serve the reasonable convenience of the <br />ground-water users .of the district. <br /> <br />A "qualified voter" under this section shall be <br />any person, municipality or corporation using ground water <br />within the restricted district with the foHowing qualifica- <br />tions: (1) a resident citizen of the state' of Colorado, <br />having paid a tax on agricultural land within the district <br />during the calendar year next preceding the election'; (2) <br />a duly authorized agent of a municipality or corporation <br />using ground wate~ within the district. <br /> <br />I <br /> <br />At such election, the questions to be submitted <br />to the qualified voters shall be as follows: <br /> <br />0) ShaH a district advisory board be estab- <br />lished for underground <br />water district, as provided for by Section <br />147-18-6, 1953 Colorado Revised Statutes? <br /> <br />(2) If such a district advisory board be estab- <br />lished, what five persons do you vote for <br />as members of the district advisory board? <br /> <br />A candidate for election to the advisory board <br />shall be a qualified voter and a resident of the restricted <br />district, or the resident representative of a municipality <br />or corporation. <br /> <br />The Water board shall prepare for submission to <br />the qualified voters at the election tentative by-laws for <br />the conduct of the business of the district, setting forth <br />the term of office of the members of the district advisory <br />board and any other rules and regulations deemed necessary <br />to proper functioning of the district advisory board. <br /> <br />The district advisory board shall cooperate and <br />advise with the Water board and the State Engineer in any <br /> <br />I <br />
