<br />b/::l <br /> <br />upon its own initiative, or at the request of the State <br />Engineer, or upon petition of a substantial number of the <br />ground-water users within the district, review and readopt, <br />modify, or remove the restrictions which have been imposed <br />upon it. <br /> <br />I <br /> <br />The Water board may, at any time, upon its own <br />initiative, or at the request of the State Engineer, or <br />upon petition of what the Water board considers to be a <br />substantial number of the ground-water users within a dis- <br />trict or within an area contiguous to any district, review <br />available hydrological, geological and other pertinent data <br />and information and expand or decrease the area of the dis- <br />trict by changing the boundaries thereof, or the restricted <br />aquifers therein to conform to the Water board's interpre- <br />tation of the data and information at hand. Any area added <br />to a district shall be subject to the regulations in effect <br />within such district. <br /> <br />I <br /> <br />In addition to any other duties and as a part of <br />its official function, the Water board shall have the author- <br />ity to direct the State Engineer, who shall execute its <br />orders, in all matters pertaining to ground water except <br />those specifically delegated to the State Engineer by sta- <br />tute or court decree as his responsibility. <br /> <br />Section 147-18-6. Ground-water users from sources <br />within any Tentatively Critical or Critical Ground-Water <br />District may petition the Water board to conduct an election <br />to determine if a majority of the qualified electors in the <br />district wish to have a district advisory board selected, <br />and if so, to select a "District Advisory Board" of five <br />members to cooperate with the Water board and the state <br />engineer in promoting and maintaining legally equitable and <br />efficient use of ground water in such district. The peti- <br />tion shall be signed by not less than 50 qualified voters of <br />the district or five per cent of the qualified voters of the <br />district, whichever is less, and shall have attached thereto <br />a list of the ground-water USers in the district, with their <br />last known addresses, which shall have attached thereto an <br />affidavit signed by three of the petitioners that they have <br />examined such records as are available to them and that the <br />list of ground-water users is substantially correct. The <br />inadvertent omission of one or more names from the list of <br />ground-water users submitted with the petition shall not in- <br />validate the petition unless in the opinion of the Water board, <br />such omissions are sufficient to indicate that the petitioners <br />have not made a bona fide effort to comply with the provisions <br />of this section. . <br /> <br />Within thirty days after it shall have received a <br />petition, the Water board shall cause to be mailed to each <br />
