legislation authorizes $500,000 from the CWCB construction fund for use in awarding grants
not to exceed $50,000 to any public agency. These grants are to be used for pilot
demonstration projects to show the benefits of water efficiency measures and encourage
implementation of these measures by other water providers.

SITUATION
A number of statutory dates and deadlines are established in the legislation. Attached please
find a list of those dates. The date needing the most immediate attention is the October 1,
1991 date which pertains to the development of guidelines for the grant program.

ACTION REQUESTED
Below are a number of options as criteria for grant awards followed with recommendations.
The Board's preference and direction is requested in order to meet the October completion
date for the grant guidelines. Board approval of criteria once developed would then follow.

GRANT OPTIONS
Method of determining criteria:
· staff prepare details
· input from Ad hoc committee

Eligible Recipients:
· any public agency
· public agency responsible for water delivery
· multiple agency collaboration encouraged

Projects:
· grants based on predetermined categories of conservation measures
· grants based on innovative idea
· grants based on statewide demographics and geography
· grants based on combination of predetermined categories and
demographics/geography

Project Requirements:
. recipient to provide some financial portion or project and/or staff assistance
· project to include evaluation element to determine water savings

Timing of Grant Awards:
· announced on a cycle such as every 6 months
· limit number of awards each cycle
· eligible projects to change from one grant cycle to the next
