These grants are to be used for pilot <br />demonstration projects to show the benefits of water efficiency measures and encourage <br />implementation of these measures by other water providers. <br /> <br />SITUATION <br />A number of statutory dates and deadlines are established in the legislation. Attached please <br />find a list of those dates. The date needing the most immediate attention is the October 1, <br />1991 date which pertains to the development of guidelines for the grant program. <br /> <br />ACTION REQUESTED <br />Below are a number of options as criteria for grant awards followed with recommendations. <br />The Board's preference and direction is requested in order to meet the October completion <br />date for the grant guidelines. Board approval of criteria once developed would then follow. <br /> <br />GRANT OPTIONS <br />Method of determining criteria: <br />· staff prepare details <br />· input from Ad hoc committee <br /> <br />Eligible Recipients: <br />· any public agency <br />· public agency responsible for water delivery <br />· multiple agency collaboration encouraged <br /> <br />Projects: <br />· grants based on predetermined categories of conservation measures <br />· grants based on innovative idea <br />· grants based on statewide demographics and geography <br />· grants based on combination of predetermined categories and <br />demographics/geography <br /> <br />Project Requirements: <br />. recipient to provide some financial portion or project and/or staff assistance <br />· project to include evaluation element to determine water savings <br /> <br />Timing of Grant Awards: <br />· announced on a cycle such as every 6 months <br />· limit number of awards each cycle <br />· eligible projects to change from one grant cycle to the next <br />
