<br />~ Page three <br />July 10, 1991 <br /> <br />RECOMMENDATION <br />The above options for grant criteria indicate that there are many possibilities and <br />considerations. Decisions regarding these five grant elements will need to be made <br />by the Board. The following recommendations are presented for consideration. <br /> <br />* An Ad hoc committee should be formed to develop the detail of the grant <br />guidelines based on the broad direction given by the Board. This committee could <br />consist of the representatives involved in the drafting of HB 1154. Those individuals <br />included members from the water and environmental communities as well as the <br />CWCB. Benefits of an Ad hoc committee approach include input and "ownership" <br />from representatives statewide, cultivation of greater program support, and a <br />leveraging of additional co=unication and outreach. <br /> <br />~ <br /> <br />* Eligibility for grant awards is open (as stated in law) to any public agency. Special <br />consideration should be given to all sizes of water providers as well as to applicants <br />that address multiple agency collaboration in the requested project. This approach <br />would encourage applicants to give thoughtful consideration to projects and <br />incorporate additional agencies in the project. <br /> <br />* Projects could be reco=ended for grant awards based on a combination of two <br />factors. First, a predetermined list of water conservation measures would be <br />presented and secondly, equitable consideration would be given to the demographics <br />and/or geography of the agency applying for the grant. This criteria would help <br />ensure that grants would have a high likelihood of being awarded to meaningful and <br />needed projects with fair consideration given to agencies throughout Colorado, <br /> <br />* Project Requirements should include the provision of financial or staff support from <br />the applicant as well as an evaluation element. These two requirements will <br />encourage more meaningful participation from the various agencies. I am not <br />recommending that funds be provided for the applicant's administrative purposes, <br /> <br />* Timing of these grants is should be scheduled on a pre-set cycle with a limit to the <br />number of awards made each time. The number of awards needs to be manageable <br />for staff to coordinate and/or monitor. <br /> <br />SUMMARY <br />The above reco=endations are intended for discussion and direction from the Board. I <br />welcome any suggestions that the Board may have. The Office of Water Conservation seeks <br />your guidance during the July 23-24 CWCB Board meeting. <br /> <br />~ <br />
