<br />Agenda Item 3 <br />August 23. 1988 <br /> <br />. <br /> <br />Discussion <br /> <br />In light of the constraints of the staff's existing <br />workload and the priorities associated with accomplishing that <br />work. and in light of the requirement of HJR 1001 that there be <br />no additional staff or appropriations for the conduct of the <br />subject study. I believe that only one topic can be competently <br />addressed by the January 15. 1989. deadline. Therefore. the <br />first task to which the Board must devote itself is the <br />selection of the issue to be studied. <br /> <br />Furthermore. I believe that the most appropriate course of <br />action would be for the Board to present its selection of the <br />issue to be studied as a recommendation to the eight appointed <br />legislators. The legislators can then either confirm or modify <br />the Board's recommendation and direct the Board as to how they <br />want it to proceed. <br /> <br />I have prepared a proposed letter to the appointed <br />legislators (enclosed).
