Tasks 1 and 2 - Data Collection and Water System Descriptions

The data base for the project was further developed, primarily with specific review input provided
by SSC members and the water supply entities. The project team also was able to contact
additional water supply entities and to resolve discrepancies in the data base identified during
reviews.

. Task 3 - Population Projections

David Bamberger & Associates (Bamberger) revised population projections for the District,
which are described in the final draft of report Section 2.

Population projections for the District were prepared using data published by the State
Demographer and locally prepared projections for many of the 23 larger municipal entities in the
District. The local projections were obtained from three sources: 1) published planning
documents; 2) response to the SECWCD's 1996 survey; and 3) follow-up discussions by GEl
with the water supply entities.

Population projections for the District were prepared in four steps:

. Step 1 - Comparison of locally developed population projections with projections
prepared by the Colorado State Demographer.

. Step 2 - Discussion of these projections by the SSC in a work session. The committee
decided to use locally developed base and high population projections.

. Step 3 - Compilation and refmement of local base and high population projections and
review of these projections by local entities.

. Step 4 - Finalization of base and high population projections following review and
additional input by local entities.

9741lIPROGRPTOO2
