Progress Report No.2

Consistent with our Agreement for Engineering Services, we are providing the second of two written
progress reports, Progress Report No.2, for the subject project. As described in our Scope of Work
under Task 14.0, the written progress reports are "brief summaries of findings to date and handouts for
progress meetings with the Storage Study Committee (SSC)."

Prior to the November SSC Meeting, we provided input to the Project Notebooks, as follows:

During the period from November through January, we received review input from many of the water
supply entities, relative to water system descriptions and population projections. On February 16,
1998, we provided to the District 20 copies of the following report sections:

Population Projections for the District (Revised)
Agricultural Water Use in the District (Revised)
Water Demand Forecasts (New Section covering Tasks 5 and 6)
