<br />I <br /> <br />I <br /> <br />I think you will note as you go to the ground breaking ceremony tomorrow <br />-- hopefully, we will have the access of the dam properly flagged for <br />you so that you may see it on your way up. You will see the activities <br />of the field station construction and the location of the ground <br />breaking ceremony is in almost the center of the reservoir. I do have <br />an overhead here that perhaps we can show a little bit better these <br />particular features. <br /> <br />(Slide.) Okay. Here is the Ridgway Reservoir down here (indicating). <br />This is coming in from the Ridgway area heading north. <br /> <br />The ground breaking ceremony is right in here (indicating) just after <br />we pass Alkali Creek. The highway relocation, you will see some <br />flagging out there. It originates from the north side coming up Cow <br />creek and around to the east and then back in along the upper side of a <br />ranch, a position about 4 miles of Ridgway. <br /> <br />The area to be served by the Dallas Creek Project is shown in the green. <br />This is supplemental water that goes into the Uncompahgre Project area, <br />going down to Delta, and also the M&I water, a very important feature. <br /> <br />I would answer any questions that the Board may have at this time. <br /> <br />MR. SPARKS: Frank, we have had some problems on the highway relocation <br />that have been of considerable concern to this board. I have received <br />a number of conflicting stories here in the last two or three weeks, <br />and I have consulted with the GOvernor's office about this problem. <br />To bring the Board up to date on the problem, Ouray County now claims <br />to own U. S. Highway 550, or a portion of it, along with some other lands <br />that are actually a county highway. The county highway would be replaced <br />by the relocation of the federal highway. And there are some other <br />complicating factors -- an old townsite in which certain lands were <br />dedicated for public use for streets and alleys, and the townsite has <br />never been developed. <br /> <br />We have been unable to reach an agreement with Ouray County concerning <br />this ownership. The claim came at a very late date when we thought we <br />were ready to proceed with the highway construction. The state Highway <br />Department has so far refused to issue the invitation for bids, pending <br />the clearing up of the title to that land. <br /> <br />As I say, this is a ninth hour complication that we did not anticipate. <br /> <br />Now, do we have any word from the State Highway Department as to when <br />they will be able to proceed with the invitation for bids? <br /> <br />MR. CARLSON: It was my understanding, Felix, that the invitations for <br />bid would be issued as soon as we had the right-of-way in hand required <br />for the relocation itself. This consists of 11 acres, plus or minus, <br />which, as you pointed out, is part of the county road system that <br />will be covered by the relocated highway. The County of Ouray is <br />claiming a compensable interest in this 11 acres, plus or minus. <br /> <br />The right-of-way that might be in question in regard to the old Dallas <br /> <br />-15- <br />
