<br />As you know, the Curecanti was authorized and approved by Congress in <br />April of 1956. In July of 1959, the Secretary certified that the Blue <br />Mesa and Morrow Point features of the Curecanti would be feasibile; and <br />the Economic Justification Report of 1962 justifying the Crystal features <br />into the unit was approved~ <br /> <br />The Blue Mesa and Morrow Point dams and power plants of the Curecanti <br />Unit are complete and operational. <br /> <br />I <br /> <br />The final feature of crystal Dam and Power Plant is rapidly approaching <br />completion. The dam has been completed and is now operational. The <br />power plant, we should be making Our initial bearing runs in the plant <br />about the 30th of this month. The final relay testing, protective <br />equipment testing, should take place within the first two weeks of June, <br />and, hopefully, we. will be on line with power by the end of June. <br /> <br />We have one additional contract going up there, which is the clearing <br />of the reservoir. This contract should be completed sometime about the <br />middle of June. <br /> <br />The second important event that we have coming up is the ground'obreaking <br />for the Ridgway Dam, of the Dallas Creek Project. This project was <br />authorized in 1968 as a participating project under the Colorado River <br />Storage Project Act of 1956. The final environmental statement was <br />filed with CEQ in 1976. The definite plan report was completed in <br />December 1976. <br /> <br />The 1978 Appropriation Act included $11,775,000 to continue the construc- <br />tion of the Dallas.:.Creek Project. The President, acting on the recom- <br />mendation of his R~view Committee, has recommended continued. funding <br />for the Dallas Creek Project. <br /> <br />The repayment contract was approved by the voters of Ouray, Montrose, <br />and Delta counties in an election held in December, of 1977. It. was <br />validated in March of 1977. <br /> <br />At the present time, the Colorado Department of Highways has completed <br />the design for the relocation of Bighway 550, and it. is preparing to <br />invite bids for construction. Our relocation agreements with the state <br />have all been completed. <br /> <br />All rights-of-way fOr the dam have been acquired. We have some rights- <br />of-way necessary for construction of the state highway that have not been <br />acquired as yet. The invitations for bid are being withheld pending the <br />acquisition of this right-of-way. <br /> <br />I <br /> <br />We have cooperative planning along the way with the utility companies, <br />which are the San Miguel Power and the Bell Telephone company, for <br />relocation of their facilities through the reservoir area. <br /> <br />We have a contract under way for Our field station with Richtig and <br />Associates, of Kremmling, Colorado, and they have initiated the construc- <br />tion for the field station and are about 10 percent completed at this <br />particular time. <br /> <br />-14- <br />
