<br />. The applicant has secured alternate financing for the project. The loan for this project was de-authorized <br />at the November 2004 Board Meeting. <br /> <br />13. Owl Creek Reservoir Comoanv - Reservoir Rehabilitation <br /> <br />Authorization: Construction Fund <br />Water Source: Owl Creek Basin <br />Terms of Loan: $1,125,000 @2.7S% for 30-years <br /> <br />County: Weld <br />Project Yield: 1,200 acre-fcet <br />Project Type: Reservoir Rehabilitation <br /> <br />Owl Creek Reservoir is located approximately 6 miles east and 3 miles north of the Town of Ault. The <br />reservoir was originally constructed in 1896 to store water for irrigation. The dam was constructed of <br />granular material, and over the years has suffered structural damage due to seepage. Given the condition <br />of the dam embankment and the potential for failure, the dam was intentionally breached in 1983. The <br />proposed project involves rehabilitating the existing dam embankment, the construction of a controlled <br />outlet structure, and the construction of an emergency spillway. The project was bid in the fall of2oo3. <br />The Reservoir Company is currently exploring its options increasing the dredging quantity to obtain its <br />full storage decree of 1,750 acre-feet. The Company is considering applying for additional funds from <br />the Board to achieve the full reservoir capacity. Additionally, the Company will be requesting a time <br />extension to complete the work. <br /> <br />14. Pine River Irrieation District - Punm and Pipeline Project <br /> <br />. <br /> <br />AuthOrization: HB 00-1419 Severance Tax.' County: La Plata <br />Water Source: Pine River Project Yield: 1,600 acre-feet <br />Terms of Loan: $34I,Ooo@3.S0% for 20-years Project Type: Distribution System <br /> <br />The Pine River Irrigation District operates Vallecito Reservoir on the Pine River located approximately 15 <br />miles north of the Town ofBayfield. The eastern half of La Plata County is considered a water critical area, <br />meaning that all of the water in the basin is used during certain periods. Most of the people in this area are <br />utilizing groundwater resources that have limited quantity and are of relative poor quality. The purpose of <br />the project is to provide a rural water system that is adequate in quantity and quality to the water critical areas <br />in La Plata County. The overall project has many components, however, this particular loan is for diverting <br />water from Vallecito Reservoir to a pressurized treatment plant The proposed project involves tapping into <br />the existing outlet tunnel, constructing a 500 foot pipeline to convey water to the treatment plant, a bridge <br />over the spillway chute, and a pump when the reservoir water level is low or to pressurize the treatment plant. <br />The loan for this project was de-authorized at the November 2004 Board Meeting. <br /> <br />15. Riverside Reservoir and Land Comoanv - Riverside Reservoir SDiIlwav Rehabilitation <br /> <br />Authorization: SB 98-1189 <br />Water Source: South Platte River <br />Terms of Loan: $4S0,OOO@3.7S% for 20 yrs. <br /> <br />County: Weld - NW of Wiggins <br />Project Yield: 200 ac.ft. <br />Project Type: Spillway Rehabilitation <br /> <br />. <br /> <br />This project is the construction of an emergency spillway on the Riverside Reservoir Dam, located II <br />miles northwest of Wiggins in Weld County. The State Engineer has placed storage <br />restriction on the reservoir until an emergency spillway is completed. The Riverside Reservoir and Land <br />Company contracted with W. W. Wheeler and Associates of Denver to prepare construction plans and <br />specifications. The State Engineer's office and the Riverside Reservoir and Land Company are currently <br />evaluating altemate spillway sizes. The Company is currently resolving right-of-way issues downstream of. <br />the spillway. The Company is looking at de-authorizing their existing loan and coming back to the Board <br />with a new project. <br /> <br />59 <br />
