In administering these calls, the <br />Division of Water Resources administered several structures for diversions in excess of decreed amounts <br />and for excessive diversions based upon observations of waste downstream of headgates. No domestic <br />diversions were curtailed in the enforcement of the calls. On Sept. 28, a rain event raised flows in the <br />Crystal River and Eagle River above the CWCB's decreed amounts, ending the call. On Sept. 29, a rain <br />event raised flows in the Roaring Fork River above the CWCB's decreed amounts, ending the call. On <br />Oct. 1, the decreed flow amounts on the Crystal River and Eagle River instream flows dropped to winter <br />levels. No domestic diversions were curtailed in the enforcement of the calls. <br /> <br />State of Colorado and Bureau of Land Maoagement Enter Into MemoraDdum of UnderstandlDg: <br />On Sept. 14, the State of Colorado through the Colorado Department of Natural Resources and the <br />Colorado Water Conservation Board entered into a Memorandum of Understanding with the U.S. Bureau <br />of Land Management establishing a framework for managing water resources on the Bureau's lands. The <br />signing ceremony which was done in conjunction with the Colorado Water Conservation Boord meeting <br />in Durango, CO, included: Russell George, DNR executive director; Rod Kuharich, CWCB director; and <br />Ron Wenker, BLM Colorado state director. It is the intent of the agreement to increase communication <br />between the federal and state agencies so that issues that may have become conflicts in the past can <br />become discussion items and mutually-benefiting solutions are reached. A similar agreement was entered <br />into between the State and the u.s. Forest Service in 2004.
