<br />85 <br /> <br />Mr. Blomgren of Region 7, Bureau of Reclamation, reported on the <br />domestic water supply, sewage and seepage problems at the Town of Grand Lake, <br />growing out of the Colorado-Big Thompson construction, and the procedures and <br />study to resolve these problems. He said there was possibility that costs <br />involved at Grand Lake might add to the over-all cost of the Big Thompson <br />Project. <br /> <br />I <br /> <br />Mr. Douglass of Region 7, Bureau of Reclanation, reported on the South <br />Platte study and the investigation in relation.to the proposed Narrows Reservoir. <br />He said three sites were being considered, and tha,t studies were still in progress. <br />Flood control is the principal purpose of the program, with irrigation and con- <br />trol of ,water imported by the Colorado-Big Thompson Project allied purposes. <br /> <br />Mr. Blomgren was called upon for discussion of restudy of the Colorado- <br />Big Thompson project features, their plan of operation and relative project <br />benefits. He explained the Bureau has been instructed by Congress to make such <br />study of possibilities for getting revised contracts with the water users. <br /> <br />Senator Sam Taylor urged that the Board approve underground water inves- <br />tigetions in the Walsenburg area. The request was placed in the schedule of <br />future surveys. <br /> <br />S. W. Lohman reported on the present status of the underground water <br />investigation in Colorado. <br /> <br />Mr. Breitenstein reported the situation inrr~ga:rd to annual surveys and <br />reports in connection with the North Platte United States Supreme Court Decree. <br />He said surveys should be made annually, and copies filed wtth the Board, the <br />State Engineer, and at the county assessor's office in Jackson County. The sur- <br />veywas overlooked in 1947, but should be made in 1948, and yearly thereafter. <br />He advised that Wyoming, also a party to the decree, be reminded of its similar <br />obligation in surveys. The Director announced that the Engineering staff of <br />the Board would make such survey for 1948 this summer. <br /> <br />The Director presented 'a communication from E. O. Larson, Director of <br />Region 4, Bureau of ReClamation, Salt Lake City, on the status of projects <br />under construction, authorized for construction and under investigation in <br />Western Colorado. As of the close of March 1948, the con- <br />tractor on Jackson Gulch Dam and inlet and o~tlet canals had completed <br />11 percent of his contract and 27 percent of the contract time had elapsed. <br />However, the contractor has submitted a revised construction schedule <br />indicating completion by July 1, 1949, which is more than one year prior <br />to the time required by the contract. The contractor intends to augment <br />and add to his present hauling equipment in an attempt to complete the <br />earth dam during 1948, in accordance with the latest construction schedule <br />submitted by him. This SChedule, however, appears somewhat optimistic in <br />view of the weather conditions normally prevailing at elevations above <br />7,000 feet in the vicinity of the work. Despite the excellent equipment <br />assembled by the contractor it is believed that the weather conditions <br />will be the limiting factor in the progress of construction due to the <br />
