<br />8~, <br /> <br />of the 1944 Flood Control Act on the Middle Rio Grande Project, <br />as recommended ~, Mr. Tipton, be approved by the Colorado Water <br />Conservation Board. <br /> <br />The motion was seconded, carried, and declared unanimously <br />passed. <br /> <br />The proposea Central Arizona project was discussed. The Director <br />cOll1lllented on the Colorado views and analysis of the project, and his remarks <br />were supplemenj;ed by Mr. Breitenstein 1tl 0 explained that under the Colorado <br />River Compact each State decided to own use of allotted waters, and that <br />Arizona's project, as long as it required only such water as is within the <br />terms of the Colorado River Compact, was not adverse to the interests of <br />C6lorado. <br /> <br />I <br /> <br />Mr. Dutcher moved that the Director be authorized to submit, in <br />behalf of Colorado, conunents on the Central Arizona project, stating <br />that Colorado has no objections as the project does not adversely <br />affect its interests. <br /> <br />The motion was seconded, carried and declared passed. <br /> <br />Mr. li1le moved that the Director be authorized to submit <br />Colorado I s comments, under Section I of the Flood Control Act of <br />1944, on the Gooseberry Project, Utah, and the Chino Valley and <br />Snowflake Projects, Arizona, stating that these projects, if carried <br />out, would not adversely affect Colorado's interests and that <br />this State has no objection to them. . <br /> <br />The motion was seconded, carried, and declared passed. <br /> <br />The proposed Breen Mountain-Qak Creek REA power transmission line <br />came up next for consideration. Frank Prouty, consulting engineer, and <br />several coal mine representatives and REA spokesmen, outlined the needs in <br />the. area for additional power and urged endorsement of an appropriation in <br />connection with the Colorado-Big Thompson project be approved by the Board. <br />The economic justification for the line was submitted by representatives of <br />Region 7, Bureau of Reclamation. <br /> <br />Col. Craig Smyserof the U. S. Army Engineers discussed the South <br />Platte Flood Control Project. The Director and the Colonel both stated <br />their hope that the project liOuld be included in the Omnibus Appropriations <br />Dill pending in Congress. The Director expressed appreciation for the fine <br />services and cooperation extended to the State Water Board by the Denver <br />District Office of the Anny Engineers. <br /> <br />AFTERNOON SESSION <br />Friday, April 23, 1948. <br /> <br />I <br /> <br />The Board'adjourned to convene at 1:30 p. m. <br /> <br />The Board was -called to order at 1:30 p. m. <br /> <br />The Director introduced a'delegation from Haxtun, Colorado, area, <br />who presented a request. that the Haxtun area be included in the schedule <br />of underground water surveys handled by the State and'the U. S. G. S. <br />
