<br />91 <br /> <br />Miss Pointer read and moved the adop~ion of the following resolution: <br /> <br />RESOLUTION <br /> <br />I <br /> <br />WHEREAS, Chris Wallrich has, by reason of illness, resigned as a <br />member of this Board, having served since its inception in 1937, <br />during most of which period he acted as Vice ChairrrM of the Board. <br />~OLVED: That his resignation has been accepted with the deepest <br />regret for the loss of his valued services and the inspiration of <br />his presence in our deliberations. <br /> <br />Chris Wall rich has for more than 50 years been identified with <br />and influential in the development and conservation of the water <br />resources of the San Luis Valley in Colorado. For many years he <br />resided in A1amosa where he was engaged in the lumber business, <br />and at the same time owned and aperated ext naive holdings of <br />irrigated land, and participated largely in the activities of the <br />major corporations and other organizations in the Valley, having <br />to do with irrigation. <br /> <br />His work was of the constructive type, seeking always to harmo- <br />noze conflicting individuals, groups and interests, and to focus . <br />their forces upon the solution of common problems, for the benefit <br />of all concerned; and at the same time he never shirked combat, <br />when combat was necessary, and his opposition, grounded as it was, <br />upon sound judgment, fairness and correct prinCiple, was potent. <br /> <br />His years of productivity have far exceeded in number those of <br />the average individual, and have been packed to overflowing with <br />usefulness and devotion to his family, his friends and his community. <br /> <br />RESOLVED that this resolution be spread upon the minutes of the <br />Board and a copy sent to Mr. Wallrich. <br /> <br />The motion to adopt the foregoing motion was seconded, carried, <br />and the resolution declared adopted. <br /> <br />I <br /> <br />The Board resumed consideration ~ the proposed Ureen Mountain-Qak <br />Creek power transn'rl.ssion line for carryilig .hydroelectric .energy fro.m t.Jle':< <br />Green Mountain power p~ant, a feature of the Colorado-Big Thomps~~'?z:oj~-,?~-':.:~_ <br />to the Oak Creek area J.n Colorado. Previously, a~ the present ,Jl!e~tlng' of .....~.?-~ <br />the Board, proponents of the line and representatJ.ves of the ,BUreau .of He", , :: <br />clamation had urged its authorization and appropriations by ~ongress: for 'its " ,~ ~ <br />construction and submitted an economic justification. ::!.. : ~ <br />~~:",". -, ,.... ';;,' <br />Mr. C. H. Anderson, a representative of the Co10ra015ytilities' n~', <br />serving the area, appeared and protested the construction of tIle"proposed~'; '\. ~,' <br />line by the Bureau of Reclamation. He expressed doubt that incre~ed pdWe;r..' <br />facilities were needed in the area, explaining that, in his judgmelit7'tne' <br />private utilities now serving the power users in that area had, through re- <br />cently improved facilities, been put in the position to serve the power con- <br />sumers. He also suggested that the coal mine operators should work together <br />and construct their oWn power facilities if the power now available from the <br />Colorado Utilities Corporation was inadequate to serve them. <br />
