<br />90 <br /> <br />The motion was duly seconded, carried and declared passed. <br /> <br />.The Director commented on the progress of the 'work which has been <br />undertaken by what is known as the Steeillng Committee. He supplemented <br />previous reports made by him concerning the activities of this committee. <br />He again called attention to the fact that the committee, which had been <br />functioning for over a year, was made up of the Director of Region 7, <br />Director of Region 4 and the Chief of the Branch of Hydrology, all of the <br />Bureau of Reclamation, and the Director of the Colorado Water Conservation <br />Board. Frequent meetings had. been held, generally every two months and <br />engineering advisers to the members of the committee participated in such <br />meetings. The function of the committee is to correlate the activities <br />of Region 4 and 7 in the investigation of projects development in Eastern <br />and Western Colorado, particularly with reference to the proposed Gunnison- <br />Arkansas and Blue-South Platte projects. He suggested that it was clear <br />to him that the reports by the Bureau of Reclamation on the Gunnison- <br />Arkansas and Blue-3outh Platte projects should be issued in the form of <br />interim reports for study and review by the Colorado Water Conservation <br />Board and affected interests; and that no final reports designed as a basis <br />for authorization of s~ch projects and for submission in conformity with <br />Section I of the 1944 blood Control Act should be prepared and issued by <br />the Bureau of Reclamation until after such s'tudy and review, and an oppor- <br />tunity had been given to the Board and affected interests to offer comments, <br />suggestions and criticisms based on the .original draft .report. He further <br />stated that such procedure had been discussed by him with the Steering <br />Committee. <br /> <br />I <br /> <br />Mr. Smith and Mr. Dutcnerexpressed their approval of such a pro- <br />cedure, and explained that they had felt uninformed regarding the activities <br />of the Steering Committee. They suggested that arrangements should be ma.de <br />so that the Board menibers would receive copies of the minutes of the meet- <br />ing s and a summarization of the activ1ties of the Steering Committee. . <br /> <br />Mr. Batson, a member of the Steering Committee and Director of <br />Region 7, Bureau of Reclamation, stated that he could see no reason why "the <br />request of Messrs. Smith and Dutcher should not be carried out. <br /> <br />Thereupon it was moved by Mr. Dutcher that the Director re- <br />quest the Steering Committee to make available to the members <br />of the Colorado Water Conservation Board copies of its minutes, <br />past 'and future, and a summarization from time to time of its <br />activities, such minutes to be forwarded to the members of the <br />Colorado Water Conservation Board by the Director as soon as the <br />same are prepared following each meeting. <br /> <br />The motion was seconded, carried, and declared passed. <br /> <br />The Director announced that he would submit the request of the B card <br />at the next meeting of the Steering Committee. <br /> <br />It was moved by Mr. Dille that the minutes of the Colorado <br />Water Conservation Board of August 14-15, 1947, be approved <br />as prepared and submitted to the Board. <br /> <br />I <br /> <br />The motion was seconded, carried, and declared passed. <br />
