It reads as follows: <br /> <br />Colorado Water Conservation Bo~ <br />State Ofrice Building <br />Denver, Colorado <br /> <br />Gentlemen: <br /> <br />You are advised that the Upper Big Laramie.River Water Users' <br />Association and the undersigned users of water diverted from the <br />Laramie Riveli' in Colorado, for the purpose of guiding your Board <br />and the responsible officials of the state of Colorado in any <br />. negotiations which may be undertaken with the State of Wyoming to <br />secure modifications of the decrees of the United States Supreme <br />Court in the Laranie River litigation between the States of Wyoming <br />and Colorado, do subscribe to and hereby adopt the principles here- <br />after stated and do assure you that any agreement made in accordance <br />with such principles will be approved and accepted by them: <br /> <br />1. In order that there may be an orderly distribution <br />of water in Colorado pending the proposed negotiations and <br />that the negotiators may not be embarrassed by law suits <br />or threatened law suits during such negotiations the Colorado <br />share of the Laramie River water may be distributed in <br />accordance with the Proposal and Agreement, signed by the <br />Meadowland Users on March 14, 1942 and by the Transmountain <br />Diversionists on March 25, 1942. <br /> <br />2. Negotiations should go forward as expeditiously as <br />possible to secure modifications of the United States Supreme <br />Court decrees. <br /> <br />3. The Association and the undersigned individuals will <br />cooperate and assist in such negotiations. <br /> <br />I <br /> <br />4. ~ such negotiations Colorado should endeavor to se- <br />cure the maximum amount of water possible for diversion and <br />use within the basin of the Laranie River in Colorado. <br /> <br />5. The transmountain exportation of waterjinCColorado <br />from the Laramie Basin to the Poudre Basin may be limited to <br />19,875 acre-feet of water per annum. The proposed deal with <br />Wyoming calls for a 50-50 Division of Colorado's 39,750 acre <br />feet of water between the Meadowland Ranchers and the transmountai. n <br />
