I

At the last Board meeting considerable
time was spent discussing various versions of
water legislation. Our staff was directed to
meet with Mr. Geissinger and others to arrive
at some kind of a compromise proposal that
would be acceptable to all the various water
interests in the state. I presume that that
was a directive that is perhaps a bit com-
plex but attempts have been made to do so.
This is the single agenda item today. We
will hear from our director, Mr. Sparks. We
have certain others who have indicated they
would like to discuss this matter. If there
are some in the audience who want to make
statements, I wish you would so indicate by
putting your name on the list here. I have
at the present time Mr. Barkley only as
indicating that he wants to make a statement.

I think that we should commence then
by hearing from our director regarding the
work that has been accomplished since
February 5th. Larry."

MR. SPARKS:

"Mr. Chairman, I wish you hadn't used
the words 'work accomplished'. I am not
sure that we have accomplished anything
although we have worked some at it.

Our principle contact in connection with
the legislation has been. with Mr. Ten Eyck,
the Director of Natural aesources.Follow-
ing the Board meeting of some two weeks
ago, we explored various possibilities of
changing the previous draft. On Thursday
of last week a new draft of proposed legis-
lation was prepared by our staff and mailed
to the Board members and to everyone else
who had requested a copy. We.actually sent
out about 300 copies to 'various people.

Other meetings took place, particularly
a meeting last Monday in the Governor's
