A <br />two-hour discussion took place concerning the <br />possibility of enacting water legislation and <br />what could be done to reconcile some of the <br />conflicting viewpoints. <br /> <br />I. <br /> <br />Following that meeting, the staff again <br />revised the legislation to reflect some of <br />the ideas expressed at that meeting. That <br />was a job that was just completed this <br />morning and you have it before you as an <br />addition to the draft of February 13th. <br /> <br />The main thrust of this revision, in <br />fact the entire addition, deals with the <br />creation of a water court which was not in- <br />cluded in our original draft. We have modi- <br />fied the bill to adopt from Senate Bill 81 <br />the exact language of that bill pertaining <br />to the creation of a water court. There <br />has been considerable feeling in the State <br />of Colorado that such a court would be of <br />material assistance in expediting the <br />judicial handling of water matters. This <br />has been a thought that people have had for <br />a number of years. So we have incorporated, <br />word for word, that provision from Senate <br />Bill 81. As a matter of fact, much of the <br />draft that we have prepared is a composite <br />consolidation of Senate Bill 81 and other <br />bills that have been introduced and, in <br />some cases, incorporates ideas expressed by <br />people around the state. <br /> <br />At this point I can't speak for anyone <br />and say there is any common, complete agree- 'I <br />ment as to the wording of this bill. I don't <br />think there is. However, this is the best <br />concensus that the staff was able to come up <br />with at this time. <br /> <br />That's all I have, Mr. Chairman." <br />
