Geissinger, Chairman Wayne Denny of the
Senate committee and Chairman Harold
McCormick of the House committee" the
state engineer. and myself, along with one
or two members of the Governor's staff. A
two-hour discussion took place concerning the
possibility of enacting water legislation and
what could be done to reconcile some of the
conflicting viewpoints.

I.

Following that meeting, the staff again
revised the legislation to reflect some of
the ideas expressed at that meeting. That
was a job that was just completed this
morning and you have it before you as an
addition to the draft of February 13th.

The main thrust of this revision, in
fact the entire addition, deals with the
creation of a water court which was not in-
cluded in our original draft. We have modi-
fied the bill to adopt from Senate Bill 81
the exact language of that bill pertaining
to the creation of a water court. There
has been considerable feeling in the State
of Colorado that such a court would be of
material assistance in expediting the
judicial handling of water matters. This
has been a thought that people have had for
a number of years. So we have incorporated,
word for word, that provision from Senate
Bill 81. As a matter of fact, much of the
draft that we have prepared is a composite
consolidation of Senate Bill 81 and other
bills that have been introduced and, in
some cases, incorporates ideas expressed by
people around the state.

At this point I can't speak for anyone
and say there is any common, complete agree- 'I
ment as to the wording of this bill. I don't
think there is. However, this is the best
concensus that the staff was able to come up
with at this time.

That's all I have, Mr. Chairman."
