"Mr. Chairman, I would like to make a
few remarks. I don't know whether it will
help any or not. In the first place. I'd
like to say that I do know what a task this
has been for Larry to try to work this thing
out. This is a terrific job. Of course,
as we all know. water is the essence of life
as far as that is concerned.

I think we have all got to realize that
everybody can't have all the water. That's
one of the things that we have got to be
fair about. I'd take a position about half
way between Si and Clarence. 1 might be
persuaded to vote for the bill but I'm not
entirely happy with it. But probably you
won't get a much better one. 1 have a few
suggestions after a While. Larry, that I
think would help a little. I know doggone
well that you've got a job and I don't know
whether you can consider everybody. I'm sure
you can't.

When it comes to naming a number of
.
commissions that you might have for each
basin or a part of each basin, I don't think
it should be limited, Larry, in the bill. I
think maybe you could say seven or if need
be, more. Anyway that language could be
fixed so in time it could be amended and
basins could be added, I mean commission
territory. You could set up a basin, in
other words. That might be necessary.
