<br />6. Water judge to be appointed in each <br />judicial district as needed and any water <br />litigation to receive top priority. This <br />was added today. It wasn't in anything we <br />looked at yesterday. So it is a separate <br />part. Jim, they all felt there should be <br />a water judge as you stated and that was I <br />passed in the meeting. That the water judge <br />be in each judicial district as needed and <br />that water litigation should receive top <br />priority. I think that is said in these <br />new pages of the bill that I haven't read <br />yet. This was also in that earlier bill <br />. you had. <br /> <br />7. If basic determination can be made <br />of water rights and established, cut off at <br />this point and continue work for a couple <br />of years' before considering other phases of <br />water legislation. I think that most every- <br />body here agrees to get this one water right <br />determination now and then sit back and let <br />it work. Then we'll worry about some of <br />these other things, waste and abandonment, <br />and the other things that we are all a little <br />afraid of. I think some of that is what <br />Clarence is afraid of. <br /> <br />As I say, we didn't have any lawyers <br />there to tell us whether we were right or <br />wrong: but I think that everything that I <br />just said here is in this bill, this con- <br />census bill that is Welborn's, Geissinger's, <br />and Sparks' and I don't know how many other <br />people's names should be on this thing. My <br />own thought is, Clarence, that it is a start <br />and I could go over it word by word and <br />pick out things I don't like. I don't like, <br />under beneficial use, I don't like fishery <br />and recreational purposes, but if I sit here I <br />and start talking about these I could go on <br />for the rest of the day and we'd probably <br />never get around to voting. That may have <br />to be in there. <br />
