<br />I think we could use the'Adyisory Com- <br />mittee to a greater extent in helping set <br />up this commission that has been suggested <br />so far, becau~e in the background of that <br />organization We have just about such a thing <br />as we talked about years ago. I think Mr. <br />Young and Sid and those guys realize that. <br />We had a real good setup for choosing water <br />people. It had to do with being sure that <br />you were doing the right thing in getting <br />the water users of that particular district <br />in this thing. In other words, I don't think <br />we people on the western slope would like to <br />have a commission come over there that was <br />really chosen in Denver. I don't have any- <br />thing against Denver people but they would <br />be lost. They wouldn't know wha~ we were <br />doing and vice versa. I wouldn't want to go <br />over on the eastern slope and tell Herb's <br />people what to do over there because I am <br />sure I wouldn't know. So I think those things <br />need to be considered, Larry. <br /> <br />I think there is one thing I noticed <br />here that probably could be clarified or <br />could be changed. It is on page 4, I believe, <br />in line (9), 'Change of water right means a <br />change in the type or place of use, a change <br />from a decreed point or points of diversion <br />or storage to a new, alternate or supple- <br />mental point or points of diversion or <br />storage; a change in the means of diversion; <br />a change from direct flow to storage; a <br />change from storage to direct flow; or any <br />combination of such changes'. Any time you <br />allow certain storage procedures, if the <br />water is never released and just sets there, <br />it is lost to the rest of the people of the <br />State of Colorado and serves maybe one seg- <br />ment of the people. So I think you have to <br />watch that thing a little. That might need <br />a little clarification. <br /> <br />Then I have another thing or two here, <br />Larry.
