<br />I <br /> <br />Water Conservation Board can unite in support <br />of a con census piece of legislation that will <br />well serve us all in improving, it's not <br />going to be perfect, and getting us closer <br />to a better use of the water of our state, <br />the integration of the wells and the first <br />steps in solving the difficult fix we find <br />ourselves in because of our present legisla- <br />tion. <br /> <br />I know there are many who feel that the <br />best legislation is none, that we shouldn't <br />touch anything. I don't think this group is <br />in the majority. I hope not. But in any <br />event I hope that we will be able to come up <br />with legislation and I think we are very <br />close to it now. I think the only thing yet <br />to be done, and Mr. Sparks, I believe, has <br />touched on this, is the final polishing. He <br />remarked that there might be some language <br />changes that might be necessary. If the <br />Water Conservation Board can support in <br />principle this concensus position, then I <br />am confident that Mr. Geissinger and Mr. <br />Sparks can together review the proposals and <br />make whatever language changes seem to be <br />desirable. <br /> <br />I <br /> <br />There is some pressure in that the <br />Senate and the House would like to have us <br />present something to them next Tuesday. They <br />are beginning to feel the pressures of time <br />that must be dealt with by them in their <br />deliberations. My plea is, if it's not quite <br />perfect, let's settle for that rather than <br />seeking the Utopian solution which we will <br />never discover. If it gets uS closer down <br />the road to the kind of a solution that will <br />solve our problems and that we can later work <br />on to perfect if need be. let's get behind <br />it and support it. And I hope this will be <br />the position of the Water Conservation Board <br />today. <br /> <br />I think that's enough of a statement <br />at this time. Thank you." <br />
