<br />MR. KROEGER: <br /> <br />"Thank you, Tom. <br /> <br />I would like to call on Bob Barkley who <br />represents the Advisory Committee for the <br />State Water Board. This group consists of <br />attorneys, engineers, and water people in <br />general, and has served well. They have done <br />a tremendous job for the Water Board over a <br />period of several years. They have been <br />meeting in regard to water legislation. Bob <br />Barkley, I'd like to have you report to us <br />at this time." <br /> <br />I <br /> <br />MR.. BARKLEY: <br /> <br />"Mr. Chairman, members of the Board, <br />ladies and gentlemen, I would first say, Mr. <br />Ten Eyck, that it would also be the concen- <br />sus of the Advisory Committee that there is <br />no utopian solution. There is nothing that <br />is absolutely perfect and that can be done <br />which will satisfy all water users in the <br />State of Colorado no matter what it is. <br />Nevertheless, following the last meeting of <br />your Board and the attempt to put together <br />a compromise solution to the multitude of <br />suggestions that have been made, the Advisory <br />Committee met yesterday with 33 people present, <br />representing all areas of the state, Si, with <br />the exception of people out of the White- <br />Yampa area. I should state for the record, <br />that out of that 33, Mr. Ten Eyck, the state <br />engineer, Mr. Kuiper, Mr. Sparks and members <br />of his staff comprised 8 of that number. <br /> <br />When we arrived at the point of deciding <br />what kind of recommendation should be made <br />to this Board, I am referring to the 25 people <br />other than Mr. Ten Eyck, the state engineer, <br />Mr. Sparks and members of his staff who were <br />there. So we are speaking of the concensus <br />of the water users and water user organiza- I <br />tions who were there, not influenced by or <br />compromising the position of those of you <br />who attended who are members of the state's <br />staff. <br />
