Adams, a native son of Colorado, and one of the Nation's <br />foremost statesmen; and <br /> <br />~liEREAS, he was al~ffiYs active in the development and preser- <br />vation of the resources of the West and oontributed muoh in <br />effort, knowledge and wise oounsel toward the reclamation of <br />arid lands; <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conser- <br />vation Board that we wish hereby 1;0 reoord our reoognition of the <br />great loss sustained by Colorado and the Nation, and extend to his <br />family our sinoere sympathy; and <br /> <br />BE IT FURTHER RESOLVED that this resolutiOh be spread upon <br />the records of the Colorado Water Conservation Board and that a <br />copy be sent to Mrs. Alva B. Adams, his wife, and the other <br />merr.bers of his iIlllOediate family.'" <br /> <br />Judge John B. O'Rourke moved the adoption of the resolution as <br />read. The motion was seconded by J. M. Dille and unanimously carried. <br /> <br />Governor Ralph L. Carr appeared at the meeting and assumed chairmanship <br />of the board. <br /> <br />The Minutes of the board of February 26 and 27, 1942, having been here- <br />tofore furnished to the board members and read by them, by motion duly made <br />and seconded, were approved. <br /> <br />Thereupon Director Stone announoed that the prinoipal business for the <br />consideration of the board at the meeting was the question of the allocation <br />of the waters of the Colorado River between the United States and the Republio <br />of Mexico. He explained that the State Department had been carrying on con- <br />versations with the Republic of Mexico, preparatory to the possible negotiations <br />of a treaty respecting these waters; that the State Department, in conducting <br />these conversations, had called upon the Committee of Fourteen, Colorado River <br />Basin, to express the views of the interests within the basin with respect to <br />such allooation; that the committee of Fourteen had been working on the problem <br />for approximately one year; and that the time had apparently come when the Com- <br />mittee of Fourteen should take some definite aotion and advise the State Depart- <br />ment of its position. He pointed out that adjustment of this problem direotly <br />~fected every state of the Colorado River Basin and that the board, ~dth the <br />advice of, and after consultation with the.interested parties of the State of <br />Colorado, should adopt a policy whioh should guide Colorado's representatives <br />cn the Committee of Fourteen. He fully reviewed and explained the work whioh <br />had been done by the Committee of Fourteen during the past year on this subjeot. <br />Particularly he referred to the conference of the subcommittee of the Com- <br />mittee of Fourteen, which met at El Paso. Texas on May 15 and 16, 1942; and he <br />referred to the report of the engineering and legal committees appointed to <br />study the problem. and submit a report to the Committee of Fourteen which would <br />convene atEI Paso, Texas, on June 17-19, 1942.
