"RESOLUTION

WHEREAS, a Divine Providenoe has oalled to a just reward
Alva B. Adams, a native son of Colorado, and one of the Nation's
foremost statesmen; and

~liEREAS, he was al~ffiYs active in the development and preser-
vation of the resources of the West and oontributed muoh in
effort, knowledge and wise oounsel toward the reclamation of
arid lands;

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conser-
vation Board that we wish hereby 1;0 reoord our reoognition of the
great loss sustained by Colorado and the Nation, and extend to his
family our sinoere sympathy; and

BE IT FURTHER RESOLVED that this resolutiOh be spread upon
the records of the Colorado Water Conservation Board and that a
copy be sent to Mrs. Alva B. Adams, his wife, and the other
merr.bers of his iIlllOediate family.'"

Judge John B. O'Rourke moved the adoption of the resolution as
read. The motion was seconded by J. M. Dille and unanimously carried.

Governor Ralph L. Carr appeared at the meeting and assumed chairmanship
of the board.

The Minutes of the board of February 26 and 27, 1942, having been here-
tofore furnished to the board members and read by them, by motion duly made
and seconded, were approved.

Thereupon Director Stone announoed that the prinoipal business for the
consideration of the board at the meeting was the question of the allocation
of the waters of the Colorado River between the United States and the Republio
of Mexico. He explained that the State Department had been carrying on con-
versations with the Republic of Mexico, preparatory to the possible negotiations
of a treaty respecting these waters; that the State Department, in conducting
these conversations, had called upon the Committee of Fourteen, Colorado River
Basin, to express the views of the interests within the basin with respect to
such allooation; that the committee of Fourteen had been working on the problem
for approximately one year; and that the time had apparently come when the Com-
mittee of Fourteen should take some definite aotion and advise the State Depart-
ment of its position. He pointed out that adjustment of this problem direotly
~fected every state of the Colorado River Basin and that the board, ~dth the
advice of, and after consultation with the.interested parties of the State of
Colorado, should adopt a policy whioh should guide Colorado's representatives
cn the Committee of Fourteen. He fully reviewed and explained the work whioh
had been done by the Committee of Fourteen during the past year on this subjeot.
Particularly he referred to the conference of the subcommittee of the Com-
mittee of Fourteen, which met at El Paso. Texas on May 15 and 16, 1942; and he
referred to the report of the engineering and legal committees appointed to
study the problem. and submit a report to the Committee of Fourteen which would
convene atEI Paso, Texas, on June 17-19, 1942. These reports are as follows:
