Tipton of Colorado, Chas. F. <br />DeAnnond of Nevada and M. J. Dowd of California met in El Paso, Texas on May <br />27 and 28, 1942, and herewith submits its report to the Subcommittee of Seven. <br />Also present were A. R. Arledge, Assistant Civil Engineer of the Bureau of <br />Power and Light, City of Los Angeles and F. C. Merriell, Chief Engineer of the <br />Colorado River Water Conservation District of Colcrado. <br /> <br />Estimated Flow of Colorado River at International Boundary - 1950. <br /> <br />Under 1950 conditions, it is estimated there will be available at the <br />boundary, on the basis of an average year, a flow of betwe~n 3,000 and 4,000 <br />second feet during the surmner months and an annual flow of about 7,000,000 <br />recre feet. The latter may be reduoed to 4,000,000 aore feet in a series of <br />dry years. <br /> <br />Estimated Flow at Boundary with Full Possible Development in the United States, <br /> <br />Under total development possible in the United States, assuming no treaty <br />obligations to Mexioo, the only water which would reach the boundary would be <br />a small amount passing Imperial Dam for regulating and control purposes and <br />return flow to the river from adjacent lands irrigated below that point. <br /> <br />Releases from Boulder Dam Under 1968 Conditions of Use in the Upper Basin. <br /> <br />Available records and the best available estimates show, under 1988 con- <br />ditions, consumptive use in the Upper Basin of 6,220,000 acre feet, and an <br />average release from Boulder Dam over a 44 year period, such as 1897 to 1940, <br />of 10,900,000 acre feet and a release during a series of dry years of about <br />8,500,000 aore feet. By years there would be the following releases, <br /> <br />Fqr 1 out of 44 years 8,500,000 acre feet <br />II 43 II " " " over 8,500,000 II " <br />" 33 " II II II " 9,000,000 II " <br />II 28 II " " " " 9,500,000 II " <br />" 24 " " " " II 10,000,000 " II <br />II 15 II " II II II 11,000,000 " " <br /> <br />It should be noted that the mean release stated above is based on a oon- <br />sumptive use of 6,220,000 acre feet in the Upper Basin, Under the Compact, <br />the Upper Basin is allocated 7,500,000 acre feet of consumptive use. <br /> <br />Uses on Existing Projects in Lower Basin Under 1988 Conditions. <br /> <br />It is estimated that in 1986, uses in the Lower Basin from the Main Stream, <br />on present existing projeots below BQulder Dam, including river losses, will <br />amount to 7,600,000 acre feet. These projects inolude an allowance for projeots <br />in Nevada; the Palo Verde Irrigation District, All-American Canal, Metropolitan <br />Water District of Southern California, City of San Diego and the Yuma Indian <br />Reservation, in California; and, the Yuma Projeot, Mohave and Parker Indian <br />Reservations, and the first unit of the Gila Project in Arizona. <br /> <br />
