<br /> <br />the proposed Regi on 7. <br /> <br />It was moved by Miss Pointer and seconded by Mr. Pughe that a <br />committee be appointed - one from each potentially affected basin in <br />the State of Colorado - to confer with Commissioner Harry W. Bashore <br />and Associate Commissioner William Warne, of the Bureau of Reclamation, <br />respecting the delineation of the boundaries of the proposed Region 7 <br />of the Bureau of Reclamation. <br /> <br />Upon vote being taken the motion was unanimously passed and <br />declared adopted. <br /> <br />After adoption of the foregoing motion it was suggested that all members <br />of the Board who will be present at the National Reclamation Association, C. L. <br />Patterson, Chief Engineer, and R. J. Tipton, Consulting Engineer of the Board, <br />participate in the conference with Commissioner Bashore and Associate Com- <br />missioner William Warne. <br /> <br />Thereupon, there ensued a discussion of the tentative study and report <br />of the Bureau of Reclamation on the Little Snake Basin development plan. A <br />review of this study and report Was made by Chief Engineer Patterson who ex- <br />plained his discussions with the Bureau officials. E. B. Debler, of the Bureau <br />of Reclamation, commented upon the investigation which has been under way in the <br />Little Snake Basin. It was particularly pointed out that it seemed that investi- <br />gations on the Little Snake had proceeded to a point where active negotiation <br />of a compact with the State of Wyoming could be initiated. The study made by <br />the Colorado Water Conservation Board in preparation for compact negotiations ~ <br />and in order to comment upon the report of the Bureau of Reclamation, was ex- <br />plained. The Director called attention to the faot that he had been appointed <br />Compact Commissi oner by the Governor and his appointment thereafter had been <br />approved by this Board. He recommended, however, that it would be advisable <br />for the State to be represented by two Commissioners, one of whom should be <br />from the area in Colorado directly affected by any compact which might be nego- <br />tiated. <br /> <br />Motion was made by Attorney G~meral Gail L. Ireland and <br />seconded by J..M. Dille that Director Stone contaot the Governor <br />with the view of initiating at an early date active negotiations of <br />a compact between the State of Colorado and the State of Wyoming <br />. respectin,~ the use of waters of the Little Snake River. <br /> <br />The motion was unanimously passed and declared adopted. <br /> <br />A motion was made by J. M. Dille and seconded by Silmon Smith <br />that the Governor be requested tocappoint a local man to participate <br />with Clifford H. Stone as representati vas of Colorado in the nego- <br />tiation of any compact between the State of Colorado and the State <br />of Wyoming respecting the waters of the Little Snake River. <br /> <br />The motion was unanimously passed and declared adopted. <br /> <br />The Director then called attention to the aotivities of the so-called <br />"McFarland Committee," now functioning under a resolution of the United States <br />Senate and holding meetings in other states for the purpose of considering <br /> <br />reclamation problems and development, partioularly with reference to hydro- <br />electric utilization of water. He stated that it is the view of some of the <br />
