.

.

.

ATTACHMENT 2

FPR 00-511
Flood Insurance Rate Maps, City of Lakewood, Colorado, dated January 3,
1983.

KEY ISSUES:
. The Flood Insurance Rate Maps (FIRM) prepared by FEMA contain approximate and detailed 1 DO-year
floodplain delineations for various streams within the City of Lakewood. A Flood Insurance Study
(FIS) was not published along with the maps.

. The 1983 FIRM panels do not adequately provide the necessary floodplain infonnation to sustain
acceptable floodplain management activities in a large city such as Lakewood. A new Flood Insurance
Study is needed to adequately and accurately describe the flood hazards for the community.

. Discussions have taken place between CWCB, FEMA, Urban Drainage & Flood Control District, and
the City of Lakewood regarding a new floodplain study for the community.

. The 1983 FIRM panels should be rescinded once a new study has been published and approved by
FEMA and the CWCB.

COMMUNITY RESPONSE:
A notification letter was sent by CWCB staff to the local floodplain administrator to inform
the City of the proposed designation action. The Urban Drainage & Flood Control District
was contacted via telephone to discuss this designation and to obtain pertinent information
related to the community. Telephone messages were left with Lakewood's floodplain
administrator, however official contact has not yet been made.

At this time, staff is working under the assumption that the City will support the proposed
Board action. Therefore, formal designation and approval for this study is being taken under
Rule 9.D.l, community request. In the event that a problem or controversy arises during
future discussions, then staff will revisit this particular floodplain resolution at the March
2000 CWCB meeting.

SUMMARY:
The staff recommends temporary Board approval of the floodplain resolution for the City of
Lakewood designating the January 3, 1983 Food Insurance Rate Map. The temporary designation
action will assure, on an interim basis, that this floodplain information for Lakewood is explicitly
approved by the state, thereby complying with state statutory requirements. The 1983 will later be
rescinded at such time when a new floodplain study has been completed and approved.

4
