<br />. <br /> <br />. <br /> <br />. <br /> <br />ATTACHMENT 2 <br /> <br />FPR 00-511 <br />Flood Insurance Rate Maps, City of Lakewood, Colorado, dated January 3, <br />1983. <br /> <br />KEY ISSUES: <br />. The Flood Insurance Rate Maps (FIRM) prepared by FEMA contain approximate and detailed 1 DO-year <br />floodplain delineations for various streams within the City of Lakewood. A Flood Insurance Study <br />(FIS) was not published along with the maps. <br /> <br />. The 1983 FIRM panels do not adequately provide the necessary floodplain infonnation to sustain <br />acceptable floodplain management activities in a large city such as Lakewood. A new Flood Insurance <br />Study is needed to adequately and accurately describe the flood hazards for the community. <br /> <br />. Discussions have taken place between CWCB, FEMA, Urban Drainage & Flood Control District, and <br />the City of Lakewood regarding a new floodplain study for the community. <br /> <br />. The 1983 FIRM panels should be rescinded once a new study has been published and approved by <br />FEMA and the CWCB. <br /> <br />COMMUNITY RESPONSE: <br />A notification letter was sent by CWCB staff to the local floodplain administrator to inform <br />the City of the proposed designation action. The Urban Drainage & Flood Control District <br />was contacted via telephone to discuss this designation and to obtain pertinent information <br />related to the community. Telephone messages were left with Lakewood's floodplain <br />administrator, however official contact has not yet been made. <br /> <br />At this time, staff is working under the assumption that the City will support the proposed <br />Board action. Therefore, formal designation and approval for this study is being taken under <br />Rule 9.D.l, community request. In the event that a problem or controversy arises during <br />future discussions, then staff will revisit this particular floodplain resolution at the March <br />2000 CWCB meeting. <br /> <br />SUMMARY: <br />The staff recommends temporary Board approval of the floodplain resolution for the City of <br />Lakewood designating the January 3, 1983 Food Insurance Rate Map. The temporary designation <br />action will assure, on an interim basis, that this floodplain information for Lakewood is explicitly <br />approved by the state, thereby complying with state statutory requirements. The 1983 will later be <br />rescinded at such time when a new floodplain study has been completed and approved. <br /> <br />4 <br />
