<br />. <br /> <br />. <br /> <br />. <br /> <br />ATTACHMENT 3 <br /> <br />FPR 00-497 <br />Flood Insurance Study, Town of Parker, Colorado, dated July 4,1989. <br /> <br />KEY ISSUES: <br />. The Flood Insurance Study and accompanying Flood Insurance Rate Maps prepared by FEMA contain <br />detailed and approximate engineering information along with 100-year floodplain delineations for <br />streams within Parker. <br /> <br />. New detailed information for certain reaches of Sulphur Gulch revises previous information, while new <br />approximate information for a reach of Tallman Gulch Tributary revises previous information. <br /> <br />. The previously designated floodplain information contained in Resolution No. 96-429 needs to be <br />amended to correct a clerical error substituting Tallman Gulch for Tallman Gulch Tributary, and to <br />include the inadvertently omitted reach of Sulphur Gulch. <br /> <br />. Some of the floodplain information contained in the 1989 FIS was effective only until 1993 or 1996, at <br />which time new studies superseded that information. <br /> <br />. Floodplain information contained in Resolution Nos. 268, 428, and 429 should remain fully in force <br />with the amendments described in the resolution. <br /> <br />COMMUNITY RESPONSE: <br />A notification letter was sent by CWCB staff to the local floodplain administrator to inform <br />the Town of the proposed Board action. The floodplain administrator was also contacted via <br />telephone to discuss the Flood Insurance Study and the designation process. A meeting was <br />then held between CWCB and Town staff to further discuss the designation and other <br />floodplain-related issues. The Town expressed interest in obtaining digital Flood Insurance <br />Rate Maps for use in their GIS system as soon as possible. They would' like to be placed as a <br />high priority on FEMA's map update list. <br /> <br />The Town supports the proposed Board action, and transmitted a letter to the CWCB <br />requesting designation of the 1989 and 1993 studies. The formal designation and approval for <br />this study is being taken under Rule 9.D.l, community request. <br /> <br />SUMMARY: <br />The staff recommends Board approval of the floodplain resolution for the Town of Parker that <br />designates specific stream reaches published in the July 4, 1989 Flood Insurance Study and the <br />accompanying Flood Insurance Rate Maps, The floodplain resolution also rescinds previously <br />designated floodplain information for certain stream reaches that have been superseded by more <br />current information in the community. Formal action by the Board will assure that the floodplain <br />information has been appropriately recognized by the state, thereby complying with state statutory <br />requirements. <br /> <br />5 <br />
