these preliminary things to the county commissioners of these counties
at this preliminary time?

MR. SPARKS: Only in some cases.

MR. VANDEMOER: I just wondered if it wouldn't be possible.

MR. SPARKS: Well, we do in many cases. Many of them have requested
notices of everything. If they have a request in, we do.

MR. VANDEMOER: I like the idea of the preliminary. But it wouldn't
be too hard, would it, to send them a copy of this?

MR. SPARKS: We will send them a copy of the recommendations before the
final ones are considered.

I

MR. VANDEMOER: I just thought the earlier the better in case they do
have something that they want to bring up.

MR. SPARKS: I think most of them get them. A:number of them.have
requested them.

MR. JACKSON: Mr. Chairman, what is the distribution of these preliminary
reconnnendations?

MR. SPARKS: They go to our total mailing lis t. That's about two' hundred
people who have: requested'notices. This.is getting to be quite a chore
for us and very expensive, I might add.' .,

MR. JACKSON: This would take in most of the conservancies, wouldnl tit,
Larry?

MR. SPARKS: Yes, it does. Ittilkes in virtually, as far as I know,
every conservancy district in' the state or anybody else who wants to
get on our mailing list. It goes to newspapers, county commissioners -
some two hundred people,: at least~:get these. It costs us about thirty-
five cents apiece to send these out. And as a matter of fact, we're
just about out: of operating funds right now. We're going in for a
supplemental appropriation. We're strapped for:operating funds.

/
MR. JACKSON: I guess what I'm asking is: are the people who are
affected pretty well covered by your mailing list?

.
MR. SPARKS: I think so. In every case where there's any objection,
we hear that fast enough.

MR. BENTON: These, again, are figures developed by the Division of
Wildlife, their reconnnendations?

I

MR. SPARKS: Not necessarily the Division: of Wildlife.' Our staff works
with the Division of Wildlife and these are generally consensus figures.
Once in awhile one slips by us that we eventually find out we don't
agree with. But our staff members participate in arriving at t~se .
figures. We do the hydrologic work and prepare the hydrologic charts

-60-
