I

I

MR. LEINSDORF: I second.
MR. STAPLETON: Any discussion?
(No response.)
All those in'favor, signify by saying "Aye."
(Unanimous "Ay~s.")

MR. STAPLETON: Opposed?

(No response.)

The resolutions are adopted. (See Appendices. A thru D.)

The next one is consideration of minimum lake levels and streamflow
levels. I would like to note. from our agenda that those marked
"preliminary" are for discussion only~ and the Board will not act on
them today. Only those marked "final' mayor may not be acted upon by
the Board at this meeting.

Larry, do you want to start?

MR. SPARKS: In connection with the preliminary reconnnendations, we
hope that Board members or others will call our attention to: any dis-
agreements they have with them. We would like to have those called to
our attention in writing by a s~le letter, so we will have something
on record, showing what particular proposed appropriation that people
are not in agreement with. We have already received at least one set
of comments on these preliminary reconnnendations relating to some of
the proposed appropriations.

, '
The purpose, as discussed at the last meeting, of these preliminary
reconnnendations was to give people a greater opportunity to provide some
input before the Board took final action. That generally means a
period of several months at least before they are up for final consid-
eration by the Board. We urge the Board members in their own community,
the are~s you represent, if you know of. any disagreement with any of
these, we would like to receive a letter explaining which particular
decrees are in controversy. We then can go to that area and try to .
resolve the problem before it comes before the Board for final consid-
eration. We have received some connnents already and we assume that
there will be some more.

At this time, Mr. Chairman, we should determine whether or not there
is any further discussion necessary on the preliminary reconnnendations.

MR. STAPLETON: Does any member of the Board have any connnents that
you have not prev:!-ously sent to Mr. Sparks on these preliminary recom-
mendations? '

MR. VANDEMOER: .1 have a question, Mr. Chairman. Because of. that County
Commissioners' meeting, I just wondered, does your office send a copy of

-59-
