responsible for setting the priorities.

MR. SPARKS: That's an excellent idea. With these summaries, we can
send ~ rating sheet to each Board member and let the Board tabulate ~t.

MR. LEINSDORF: Or use what we have here right now.

MR. SPARKS: Yes, either way. One of the problems is the intimate
knowledge that our staff has with these projects. We get some feeling
in working with all of them as to the respective merits that you don't
get in dealing with a printed summary, unfortunately.

MR. STAPLETON: Why don't we leave it this way. I think ,t~ere's going
to be absolutely too many, and if you have any thoughts as to what
factors are important, let's get't~ose in to Larry as the clearing
house for ~hem, because -I think if we start talking about these factors,
we would be .here for a, long time. . But that is just my thought.

MR. SHERMAN: I'm going to suggest that if you have a committee working
on this, their results be distributed well in advance of the next
meeting. If mefube~s of the Board have 'questions or problems or comments
that they get back to Larry and his staff prior to the next meeting.
I think it would be unfortunate if we had.to spend the next meeting
arguing'about priorities.

MR. STAPLETON: I'think that is right, but I think there is always
material we' should have well in advance' of any meeting. I consider,
this one of the important jobs of this Board:in the future. If the
construction fund works out, as we hope it will and if the federal funds
come in, I think we ought to spend some time knowing what the factors,
are in relationship to others and the relative importance. And I think
a small committee ~an get that better and report to'us as to their
recommendations. "

Is ,there anything further on this subjectr

(No response.),

All right., We'll,then'go to the floodplain information, agenda item
number three. We have the resolutions. Are there any controversies,
involved in these'resolutions?

MR. SPARKS: Mr. Chairman, we believe not. We have been advised that
public hearings have been held in all the communities involved with '
these floodplain reports. , The requests have all come from local
governments, so we assume they have taken care of their own problems.
To the best of our knowledge, 'there are no controversies with reference
to any of t~ese floodplain resolutions.

MR. STAPLETON: ..I would entertain a motion that resolutions one through
four be approved at this time.

MR. KROEGER: ' I will so move.

-58-

I

I
