I

I

to determine what the stream flow actually is in any given stretch of
the stream. Those are consensus recommendations and not purely recom-
mendations by the Division of Wildlife.

.
MR. ROBBINS: I would like to ask the Board members who are from the
various river basins in the state to please take it upon yourselves to
inform anyone you might think is interested when you receive these
preliminary reconnnendations through the mail, so that individuals who
have different feelings about the reconnnendations will appear at this
preliminary meeting and inform us of their opposition or their desire
for change. At the second meeting, when the recommendations are final,
we can have before us the objections rather than having them sprung on
us when we're supposed to be approving them. That will just extend it
to an additional Board meeting.

In addition, I would appreciate it if you would pass on to Duane 'Helton
of the Water Board staff any changes in name or location or other things
of that nature as far as the preliminary recommendations are concerned,
so that we have the correct facts before us at the time we file our
applications.

As an example, Freddie just pointed out to me two incorrect names on
the preliminary list. .It saves my secretary a tremendous amount of
typing.

MR. STAPLETON: Do you have a connnent?

MR. VALDEZ: My name is Vicente Valdez and I represent the La JaraWater
Users Association.

I would like to officially request that since you're on the subject of
mailing lists that you would include us on your mailing list. My name
is Vicente Valdez, Rural Route l, Box.76l, in La Jara, Colorado 8ll40.
This request has been made already two times prior, to this time. And
for none of your preliminary meetings, Mr. Stapleton, have any of our
members of the La Jara Water Users Association been informed in any way,
shape or form. Always we have been informed by word of mouth from
other people in the valley who are not directly involved with those
problems, although you are directly involved with those problems. So
without any further ado, I'll let you get on with your agenda.

MR. STAPLETON: All right, then we'll turn to the final stream recom-
mendations. We~ve got five of them to consider today. Larry.

MR. SPARKS: These particular recommendations have been put over now
for. six months or longer. They:::inyolve the,:f;i.ve streams"listed'here; ,
And they're portrayed on the map on the wall there. The Benino, La Garita,
Embargo, La Jara and Groundhog.

In your folders there is also a sUIlliDary of the streams and some hydro-
logic charts illl,ls1;rating t;he,minimum:stream.,flows, and the average,
and so on that we normally prepare to check the hydrology of all of
these appropriations.

-6l-
