I

I

I might add that there is a correction in the summary that was made by
your staff on page two under the problem. It states that -lilt could
be possible for the remaining users in the district to obtain'water
from the Denver Water Board, but a second source is considered most
desirable by the consultant." I would like to correct that in that the
Denver Water Board has gone on record as not being able to supply the
Water Sanitation District with water at the present time. We may be
able to get involved in water rights. We may be able to negotiate a
trade settlement sometime in the future. However, they will not sell
us water directly.

At this time, I would like to have three people make short comments in
favor of our project. And then I would assume you all have some
questions. We have here our State Representative, Mr. Wad Hinman. At
this time, Wad, could you comment.

MR. HINMAN: Thank you, Jack. Mr. Chairman, and members of the Board,
I happen to be very familiar with this situation in Grand County. What
I am going to ask and try to do in the future is to get these gentlemen
together who are concerned about this project and that's part of my
concern. Grand County is in my district.

.
I think we all realize that skiing is fast becoming one of the most
important industries in the state of Colorado. I think it's something
that we're going to have to look down the road and take care of. I
believe that through some hook or crook because Denve~ is one of the
prime owners of property in that area, what is not national and federal
land is probably owned and controlled by the city of Denver. I think
there should be some give in the city of Denver. That fight goes on
continually down here in the legislature. I do think that Denver must
consider that this is part of their business. It's a place for their
people to go, their citizens to go, within reasonable reach of Denver.
Even though I know transportation is fairly viable allover the state,
I think it's one of the places that draws more people over the weekend,
over two days of skiing or one day of skiing, than any place in the
state of Colorado. I think the people in this area that maintain it,
with the tax base that they have, we have a county connnissioner from
that area that has just been elected. I think it must be considered.
I think this money is put in the hands of the legislature to put out.
I don't know.whether that's riiht or wrong. But I think that when
you're financing business, you re financing industry, you're financing
what makes the state of Colorado tick. I strongly urge favorable con-
sideration of what Jack has said. I think he gave it a very good going
over.

We realize that this new federal law that was passed as far as fees in
lieu of taxes will help some. But it's just a drop in the bucket. With
the Moffat Tunnel over there we have lots of things going on in that
area, and I think there must be people there to take care of it. And I
again strongly urge that you consider this favorably. Thank you.

MR. BUCHHEISTER:, Thank you, Wad. Also on behalf of the district, I
would like to ask that John Marling, commissioner elect for the Winter
Park Water and Sanitation District, be recognized. '

-47-
