<br />was started in the mid l80Q's. It was actually a stagecoach stop as <br />the stage went over Berthoud Pass. ~It stayed that until in the early <br />thirties and forties when the Moffat: Tunnel was constructed, and the <br />current location of Winter Park:village there was a construction camp <br />and houses w~e built in that area. Many of ~hese houses now are still <br />there and renovated. <br /> <br />The water source of these present houses, we do not have a munic~pal , I <br />system, as explained before. The ,water systems are shallow wells, ftll <br />surface wate~ springs. They are very close to the Frase~ River. Part <br />of the prob~em in this is whe~ this area was used as a construction <br />camp, they had septic systems, and prior to the initiation of our <br />domestic waste water syste~, they, were ~ewer systems. The possibility <br />of contamination is quite pigh, as you can imagine. There is still one <br />spetic system in ou~ district at the present time.: It's not economically <br />feasible for these people to hook on. <br /> <br />This, as y'ou'canrealize~ makes the quality of the surface water <br />questionable; at best. :How~ver, we have not had ,any problem, but per- <br />haps in light of : new standards: we wi.lI. <br /> <br />Also included in our district is Winter Park Ski area. it is presently <br />the largest user of our'domestic water. They are currently obtaining <br />water from: the Denver, Water Board on contract; - <br /> <br />~. .. - <br />The ,water treatment facilities of.the area-have become inadequate and <br />need major renovation. As a ,result of this, since they need to upgrade <br />and the rest of the district would like to get a municipal water system <br />for safe water. It seems logical that we combine these two systems, and <br />provide only one treatment facility system. <br /> <br />As I mentioned before, there ia,the po~ential growth of the area. <br />Several of these projects are ongoing orrin the planning stage and are <br />of a business ,variety attendant to'our industry, which is ski rE:creation. <br />We also have, on the drawing boards a major handicap facility for teaching <br />therapeutical recreation to handicapped people. We have at Winter Park <br />a quite extensive handicapped ski and recreation program. <br /> <br />The attitude of the community on this project. It is~uquite expensive <br />project, a million and a half. The community is quite small. In an <br />effort to ~~ to get a feel from the community, I sent a letter to each <br />property owner in the ,district asking for their connnents and giving them <br />adequate time to send their comments or attend meetings. We received <br />only one negative connnent and the rest of them were all posittve. The <br />ski area supported this to the point that's not economically infeasible <br />for them to participate in-the district. <br /> <br />In conclusion, we feel that this isa viable project and it's to serve' <br />the needs'of an ~lreadyexisting community, which is in serious need of <br />a domestic water treatment facility. And to echo your reporiand the <br />staff connnents on the report, the Winter Park Water and Sanitation <br />District needs a central water supply for its residents. The recent <br />growth of the recreation activities in.th~ area and the anticipated new <br />developments dictate the construction of a water supply system. <br /> <br />I <br /> <br />-46- <br />
