<br />I <br /> <br />I <br /> <br />appreciate the funding of your portion of it. <br /> <br />I would also like to thank and compliment your staff; namely, Nick <br />Ioannides and Frank Akers for their participation with us and helping <br />us along with the project. They have been of extreme help. <br /> <br />The Winter Park Water and Sanitation District, as Mr. Sparks said, was <br />formed in 1966 to provide water and sewer for the community of Winter <br />Park. In 1966, the sewer portion of the district was formed and ,in <br />1967, we were to establish a water system for the district. It failed <br />as a result of lack of financing or some financing problems. <br /> <br />The objective of our system is to provide a reliable, safe water supply <br />and fire protection for the existing district. And to provide in the <br />initial stages a 'system to handle any future growth. <br /> <br />I have placed on the wall up there a map of pur district outlined in <br />red, and the yellow is the fee ownership land in the district. You will <br />notice that the percentage of fee ownership in our, district is quite <br />small as compared to the federally owned lands administered by the <br />Forest Service. <br /> <br />The system as outlined and summar,ized by your staff has it covered quite <br />well and I won't go into the system as to the physical aspects. Our <br />engineer, Howard Cox, of McDowell-Scott-Cox is here, if you have any <br />questions concerning the system later. And also our other engineer, <br />Hal Fisher of Leonard Rice and Associates is here, if you have any <br />questions regarding the water engineering portion of the study. <br /> <br />The water rights that we have, we currently do not have, or we did not <br />have a water right in the district. We have made application for <br />three quarters of a second foot of water. The sixty-day objection <br />period has passed. We had one objection from the United States Forest <br />Service. That objection has been satisfied as stipulated, and the case <br />is currently with the Water Referee in the Division 5 Court. We do not <br />anticipate any further problems with this. However, it is a very junior <br />right, as you realize. <br /> <br />We have outlined in the report the recommended financing. We are here <br />to apply for seven hundred and fifty thousand dollars of state funds. <br />We hope to be able to obtain a YMHA grant and possibly loan.~: Some <br />other possibilities should these not come through, would be general <br />obligation bonds, revenue bonds, and perhaps some other methods of <br />financing. . <br /> <br />As you realize, we have not had.a lot of time since making application <br />to you to research the various alternatives to this problem. We have <br />made a few initial contacts and it's obvious that there is very little <br />money available at the present time for grant programs. However, we <br />will exhaust these and try to get the cheapest financing we can for the <br />district. <br /> <br />A little bit about the community.
