<br />I again want to express my appreciation to the Chairman of the Board <br />for allowing me this time. And I will leave copies of this report <br />for you. I thank you, sir. <br /> <br />MR. STAPLETON: Thank you very much, Mr. Gregory. <br /> <br />We will now go back to the last two p~ojects on the agenda and cali on <br />Mr. Sparks, to review the Winter Park project. <br /> <br />MR. SPARKS: Mr. Chairman and members of the Board, this is an applica- <br />tion made by the Winter Park Wate~~nd Sanitation District located in, <br />Grand County. This is in the area of Winter Park Ski area. It's not <br />only a ski areasin'the-winter time, but a1so'a very popu1ar'recreationa1 <br />area in the summertime. <br /> <br />I <br /> <br />. <br />This district encompasses a considerable part of the valley area in <br />Grand County. It contains, actually, over-three thousand acres. The <br />district was organized: in 1966 to provide water and sewer facilities to <br />the Winter, Park community.' Bonds have- been issued for' that purpose. <br />At least bonds have been, issued for water treatment facilities. <br /> <br />. , <br />However, no public water supply system has yet been constructed in the <br />community because of a'lack of available financing'. These :recreationa1 <br />areas, because:of'the rather broad dispersion and the fact that they are <br />generally outside of an incorporated area, are having a difficult time <br />meeting both waste water standards and the drinking water stand~rds. <br /> <br />I might add at this point, that all of the communities in Colorado will <br />experience some very difficult financial problems in the future, ~nd <br />some of them are experiencing them now in connection with,a:rather <br />stringent recent law enacted by both the federal and scate governments <br />relating to waste water treatment and drinking water standards~ Many <br />of our commUnities in Colorado cannot meet these standards either in <br />waste water disposal or the drinking water standards ~ecently imposea <br />in recent years by both federal and state legislation. So this is some- <br />what of it common ,problem throughout the, state. - ' 0 <br /> <br />This is indeed one of the most popular recreational areas in the state <br />of Colorado. Recreation is a major industry in this state. The staff <br />feels that this project has merit. I believe there a~e representatives <br />here today from the district to explain more fully their position in <br />the matter. <br /> <br />MR. BUCHHElSTER: Mr. Chairman,' thank you Mr. Sparks and members of <br />the Board. I am Jack Bucbheister, President of the Winter Park Water I <br />and Sanitation District. We would like to make a few remarks on behalf <br />of the district and our project. And I have: some people here who <br />would like to speak on behalf of the project as well. <br /> <br />I appreciate your putting off our time until such time as we could get <br />all of th: people gathered together to make it-as convenient as possible. <br /> <br />. <br />I would also like to thank the Water Conservation Board for funding <br />feasibility study.
