MR. MARLING: Mr. Sparks and members, of the Board, I would like first
of all ,to parenthetically seco~d Mr. Gregory's remarks on the minimum
flows in the streams. I am sure Grand County will come forth with a
similar letter in ,the nea~ future on that matter.

In considering the-Winter Park proj~ct,we-feel that this is a vital
link in the co~tinuing-efforts to provide necessary public services to I
our rpaidly expanding population in Grand County. The provision for
high quality water for consumption and, more-importantly, for fire
protection makes this project an extremely important aspect of our
planning program.

..
Within my-own area of priorities, I think the fire.protection is~con-
ceivaQly at least.as important. We have many:tourist facilities within
the Sanitation District, and the thoughtcof=.a:Ii1idn!;ght:::fi:re:'_in::a..~jor
lodge with people bailing out into snow drifts at thirty below zero is
quite a frightening prospect. So I tnink this would add tremendously to
our capability for fire protection and would be a very needed service.

If implemented, this project would also: set standards' and procedures -:
which will be of great use to us'at,the county level in developing future
facilities and upgrading existing ones throughout our district.

, ,
And finally, 'I would like.to say that Winter Park has traditionally been
and will remain a primary recreational area for Denver and other-eastern
slope:connnunitie,s. ' This project, while-insuring the continuing develop-
ment of east Grand County and its.tax base, which incidentally receives
sometwenty.million dollars a year through:the ski industry and its
input, will also facili~ate adeqqat~ expansion of recreational facilities
to meet -the expanding eastern ~lop~ requirements. Thank you.

~. BUCHHEISTER: Thank you, John.

~
Aiso with us this afternoon and lives in our' area, 'Fred 'Fisher" .who is
President of the Middle fa~k Water Conservancy District and alsq sits~
on the Board' of, the Colorado: River Water Cl;mservancy Oistrict. Fred.

MR, FISHER: Gentlemen, ':1 would ju~t -like -to make one statement. Our
Migdle Park-Conservancy Board is behind this 'project one hundred percent.
We are going to do everything we possibly can:to help them. -Thank you'
very kindly. ; , ,

MR. BUCHHEISTER: Very' simply put and I think it probably means more
than any of ours.

At this point, are there any questions?

I

, -
MR. BROWNELL: In-this fifty thousand dollars to use 'to purchase water,
what water, is that and at what cost?

MR., BUCHHEISTER: Maybe 'I'll put that to our water engineer, Hal Fisher
from Rice' and Associates. He can ansWer it much better:than I.

MR. FISHER: The fifty. thousand dollars was 'included as an amount in the

-48';',
