I

I

found outside money, and has brought in core drillers and whatnot. I
talked to the superintendent of Rico Argentine Mining Cqmpany Saturday,
and he was quite enthusiastic that their findings have been such that
they would need to build a new mi1~ and start processing th~ ore:
copper, gold, zinc, silver.

Also we are beginning to have a recreation impact, due to the develop-
ment of Telluride, which is not much over t't\'Elnty-five miles from the
town of Ri,co. The thing that is holding back much development is that,
most of our water lines freeze up in the winter. And large sections of
the town - II).ost of the summer people come in from Arizona,. T~xas, am~
southern areas for summer residency - and those lines all freeze in the
winter, so if they tried to have year-round occupancy, they would be
pretty much,up against it.

Our big problem is, of course, our system is old and'it doesn't compiy
with very few, if any, health regulations. But with a se~t1ing pond to
settle the water after it comes out of the stream and larger storage
capacity, plus filtration and ch1orinization that's now req~ired, and
the placing of the.water lines down to a depth that the frost, won't get
to them, which needs to be about six and a half feet. We're at 8,800
feet elevation and the frost gets down four or five or six feet, a~d
once your mains freeze in the winter, we have had no success in thawing
them out. We have been able to thaw out fe~der lines with welders and
whatnot. But when your main line freezes, what happens is that every-
body in town run~ taps, and we have bypasses, which has a ~endency to
drain our storage tank. And then that comp1icat~s the problem because
we quit running water in the lines and then it makes the freezing prob-
lem even worse.

That's about what the situation is. And the prospects ar~ that I be+ieve
that the town will probably double in size within the next five years,
because the mining company, now that an oil company has purchased it --
they either plan to make money in the mining operation or in land
development, which they have some vel;"y excellent recreation land in the
area. But so far they just sit on everything, and that probably has
been the reason the town has went down hill.

But whether th~y go into .mining operations or land development, eit~r
way, I think that we're go~ng to b~ in for a population increase.
Thank you.

MR. STAPLETON: Thank you, Mr. Curran.

Do you have any'questions?

MR. KROEGER: I'wou1d like to ask the gentleman one question. You were
having some problems with right-of-way with the mining company. Have
you got that worked out?

MR. CURRAN: They have tentatively agreed. We haven't presented them
an agreement, but we're going to furnish them a.certain amount of
industrial ,water over a ten-year period, free of charge, for easements
and right-of-ways. They tentatively agreed to: that so t~t we would

-25-
