have every thing, legal as far as easements for our holding pond and for
our water lines. Does that answer the question? '

MR. KROEGER: It answers my question. I think I would have to say I'am
a little disappointed at the answer.

MR. SPARKS: I Iili.ght throw in a gratuitous cOIIlIDent at this point. The
staff'and this board has been quite disappointed in the attitude of
the Rico Argentine Company also with reference to this report.

MR. CURRAN: I can't do anything but agree with you on that. I am a
little unhappy myself, but we just keep plugging away and I thought
possibly when the larger oil company-took them over, they would be a
little easier to do business with. But apparently it hasn't changed the
situation ,too much.

I

MR. STAPLETON: Any further questions?

MR. KROEGER:
tion:for the
most winters
them.

Mr. Chairman, I would move that we accept Rico's applica-
funding. I am aware of Rico's problems. They freeze up
and it'is a very critical situation. I hope we can help

MR. FETCHER:

I will second.

MR. STAPLETON: It's been regularly moved and seconded. All in faVor,
signify by s'aying "Aye."

(Unanimous "Ayes. ")

MR. STAPLETON:, Opposed?

(No: response,)

The Rico project has been approved.

The next is Keenesburg.

MR. SPARKS: This, again, is a new, project, Mr. Chairman. It has not
been considered by this board before.

Keenesburg is a small community in Weld County. It gets its water
entirely from wells. There is considerable urbanization taking place in
Weld County. It's one of the fastest growing areas in the state. It
appears that this urbanization trend will continue, for the indefinite I
future in the county. Although Keenesburg was originally a small
farming community, it's now beginning to feel the effects of urbanization
and such.things as the Eastman Kodak plant and large feeder operations
taking place in Weld County. '

The water does not:comply with the minimum state standards for potable
water because of excessive floride and total dissolved, solids. They
have not been able to supply the peak demands, especially during, the
summer months. We expect a continuing, if not dramatic, growth in

-26-
