KROEGER: Second.

MR. STAPLETON: It's been regularly moved and seconded. Any further
discussion?

I

(No response.)
All those in favor, signify by saying "Aye."
("Ayes.")

MR. STAPLETON: Opposed?
MR. FETCHER: I think for the record, I should show an abstention.
MR. STAPLETON: All right. The, motion passes with one abstention.
Rico.
MR. SPARKS: Thisisa new project that the board has not previously
considered.

. ' ,
Rico,is a small community situated near the headwaters of the -Dolores
River in Dolores County. It's an old mining .town that at one time haa:
about three thousand people back in 1880. Mining, as in most ,communities,
has gone down hill to where the present populatio~ is about two hundred
and seventy people, permanent population, :with a 'few more during the,
summer months. -, :

HoWeve; , ttherehha-s b beeniimcreasedimin;j;ng cae ti v;j:ty.r::inht:;ha t:;;:areaoto cs ome
extent as a result of the increased production of uranium and some :other
fairly rare ores. The town has an extremely antiquated system. It has
what we call an "open end" system. They take water through 'an intake.
and it overflows back into the Dolores River. The public health aspect
of the water is in serious question. The community is extremely small
and has limited finances. They badly need a renovation of the present
system.

We didn't give it as high a priority as. some of the other areas, because
we do not expect the 9r7at ~opulation increase that we attach t? Delta;
Hayden and the commun~t~es~acted by coal development. I bel~eve there
is somebody. here from Rico. ' , '

MR. CURRAN: Mr. Chairman and Board Members, my name is Jack: Curran. .
I am the mayor at Rico. What has been said is basically correct on this
project, except that within the last month another mining coinpany has.

I

-24-
