The system is now totally inadequate, and <br />they're experiencing great problems with fire protection and low <br />pressure in parts of the city. <br /> <br />This is a project that~as discussed thoroughly last year; The city. <br />manager was here and other people from Brighton last year. In my <br />conversation with Brighton, I told them that I didn't believe it would <br />be necessary for them to appear again this year, but the city manager <br />did send me a letter expressing the strong interest of the city again <br />for the approval.of this Board for the requested funding of 'this proj- <br />ect. <br /> <br />MR. STAPLETON: I notice in your report, Larry, you talk about the <br />desire to accomplish the necessary meter installation. Do you require <br />a commitment, or-how far do you go? <br /> <br />MR. SPARKS: Yes, we require a commitment for metering in all these <br />communities. As a matter of fact, in the pro~ect plan, we included the <br />cost of meters. In every case where they don t have them, the cost is <br />included in the project plan. <br /> <br />MR. SPARKS: Yes. Hayden, Delta and Brighton, the cost of the meters is <br />included in the project plan. <br /> <br />MR. STAPLETON: All right. <br /> <br />MR. VANDEMOER: Could I, ask a question? That statement says, ''When <br />economically feasible." Is there ever a time when you wouldn't meter, <br />Larry? <br /> <br />MR. SPARKS: Yes. Only in one case have we made an exception and that <br />was in Allenspark. There are only some eighty inhabitants up there, <br />mostly elderly people. There are no lawns to speak of, and the per <br />capita use is quite low. The cost to those people of installing meters <br />would be quite high. That's the only exception we have made so far. <br /> <br />MR. VANDEMOER: There's no way out for Brighton or Delta? <br /> <br />MR. SPARKS: No. Any of the large communities we say that's an <br />absolute "must." <br /> <br />I <br /> <br />. <br />MR. STAPLETON: I will entertain a motion on the Brighton project. <br /> <br />MR.
